PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES July 13, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on July 13, 2021, at 5:00pm at the Board of County Commissioner’s Chambers. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 5:00pm. 2. Roll Call Mike Zaman, Kathy Ujifusa, Jim Hannah, Robert Adams, Ryan Gallagher 3. Approval of the agenda for July 13, 2021. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of June 08, 2021. Move to approve by Kathy Ujifusa. 2nd by Jim Hannah. Yes, by all. 6. Announcements (first) Legacy race, Fall Festival, National Day of Service. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Public Land Day & July 7 item 41 BOCC action to support trail connectivity in solar project planning by Robert Adams. 8. For Possible Action – Discussion, deliberation, and possible decision of Southside TH (Trail Head) plan and improvements. Jim Hannah discussed signage, shade structures, trails, and events. For Possible Action – Discussion, deliberation, and possible decision to address graffiti abatement on public land. Robert Adams reported BLM Rec Spec James Grof had gone there. Found most graffiti had been painted over with gray paint. James tested graffiti remover on remaining graffiti. Continued to August 10 meeting. 10. For Possible Action – Discussion, deliberation, and possible decision for Stewardship of the OST (Old Spanish Trail). Jim Hannah to give report regarding mapping existing trails that are believed to be the OST. Continued by maker Jim Hannah to August 10 meeting. 11. Presentation – Progress of shooting range in vicinity of Irene and Oyster. Presenter not present. Continued to August 10 meeting. 12. For Possible Action – Discussion, deliberation, and possible decision of filling out Social Media Handout from Kathy Ujifusa from the June 08, 2021, meeting. Move by Robert Adams; To promote public support and participation are our social media goals and our 1st social media project is Public Lands Day. 2nd by Jim Hannah. Yes, by all. 13. Presentation – How NSSF may help mitigate BLM required mitigation of Bell Vista informal shooting range hazardous waste pickup. Continued by maker Mike Zaman to August 10 meeting. 14. For Possible Action – Discussion, deliberation, and possible decision to write Pahrump Public Lands Advisory Committee Q2 report. July 7 item 41 BOCC action to support trail connectivity in solar project planning, work with NDOW & USFS maintaining wildlife water structures. Move to approve by Jim Hannah, 2nd by Kathy Ujifusa, yes by all. 15. For Possible Action – Discussion, deliberation, and possible decision to set time and place for next meeting.
