March 2021 PAHRUMP PARKS & RECREATION ADVISORY COMMITTEE BY-LAWS I. NAME A. The name of this committee shall be the Pahrump Parks & Recreation Advisory Committee (PPRAC) II. PURPOSE A. To act in an advisory capacity to the Board of County Commissioners/acting as the Town of Pahrump Board. B. To make recommendations to the Board of County Commissioners/acting as the Town of Pahrump Board with respect to park operations and activities, park development projects, the tracking and monitoring of such developments and providing timely reports summarizing the Committee’s activities and recommendations. To facilitate adoption of 2-year plans within the Town of Pahrump. III. MEMBERSHIP A. A member of the committee must be a resident of the Town of Pahrump. B. The Committee shall have five members with two alternates to step in for an absent member to ensure a quorum of three members is in attendance at each meeting. C. Committee membership, including alternate openings, shall be advertised when they occur. Interested individuals must complete and submit an advisory committee application to the Pahrump Administrative Office. Applicants must attend an Advisory Committee meeting to present in person reasons for application approval. Applications require committee members approval by majority vote before submitting the applications(s) to the Board of Nye County Commissioners/acting as the Town of Pahrump Board for approval. Committee memberships, including alternates require approval by both the Advisory Committee and the Board of Nye County Commissioners/asking as the Town of Pahrump Board. D. The term of each Advisory Committee member shall be two years from date of appointment. Renewal of alternate memberships shall be annually. E. Committee membership requires attendance at an annual “Open Meeting Law” Training Program. F. It is the responsibility of an Advisory Committee member and alternate to attend or notify the Advisory Committee Chairman or Secretary verbally or in writing when he or she will be unable to attend. G. Frequent absences may be grounds for removal from the committee unless such absences have membership approval. Unexcused absences by a member for three consecutive meetings or for four out of six consecutive meetings shall be grounds for removal from the committee. Such removal shall be made in writing explaining the cause for such action. Board of Nye County Commissioners/acting as the Town of Pahrump Board shall be notified in writing of the removal for cause. H. Advisory Committee members serve their appointed terms without compensation. ---PAGE BREAK--- March 2021 I. The Advisory Committee shall not be involved in the administration and daily operations of Pahrump departments. The Advisory committee will be involved in the development, planning and construction of parks and recreation facilities and to provide oversight and recommendations concerning such activities. The Committee may request such information required for oversight purposes and in order to determine park development progress. Such information is required in order to provide the Nye County Board of County Commissioners/acting as the Town of Pahrump Board. J. Recommendation for removal of an Advisory Committee member shall be submitted in writing to the Town Board, after a majority of the Advisory Committee members vote in favor of said removal. Final disposition of removal from the Advisory Committee shall be at the discretion of the Board of County Commissioners. K. Advisory Committee members serve their appointed terms without any compensation. L. Advisory Committees shall not be involved in the administration or operation of Town Departments nor shall they direct administrative staff to initiate programs, conduct major studies or establish official policy. IV. OFFICERS OF THE COMMITTEE A. Officers shall be the Chairman, Vice-Chairman, and Secretary. V. DUTIES OF OFFICERS A. Members of the Advisory Committee shall nominate and elect officers in January of each year. B. The Chairman shall conduct all meetings of the Advisory Committee. The Chairman or designee shall be the Advisory Committee's spokesperson and shall appoint sub-committees. The Chairman or designee shall present all board recommendations and other matters to the Board of County Commissioners/acting as the Town of Pahrump Board. C. The Vice-Chairman shall assume the duties of the Chairman in his/her absence. D. The Secretary shall be responsible for all minutes, reports, agendas, correspondence, and records of the Advisory Committee. VI. MEETINGS A. All Advisory Committee meetings will be held in accordance with NRS 241. B. The Advisory Committee shall meet once a month, excluding December. Special meetings shall be held when deemed necessary by a majority of the members. The time of the meeting shall be set by a majority of members and each regular or special meeting shall be published on the Nye County and Town of Pahrump websites. C. A quorum consisting of three (03) members (including alternates who are acting as members) is required for official meetings. Each member including alternates acting as members for a quorum has one vote on all matter before the committee. D. The Board of County Commissioners/acting as the Town of Pahrump Board shall appoint a Commissioner to attend Committee meetings as a liaison to provide support and guidance to the ---PAGE BREAK--- March 2021 Committee. VII. EXPENDITURES/REVENUE A. All expenditures, revenues and/or donations incurred and received by the Advisory Committee shall be further subject to approval by the Board of County Commissioners/acting as the Town of Pahrump Board. B. No Advisory Committee members shall sign any contracts or documents obligating the Town and/or Advisory Committee members to any responsibility financial or otherwise. VIII. AMENDMENTS A. These By-Laws may be amended from time to time as required by a two-thirds vote the Pahrump Parks & Recreation Committee. B. Amendments shall be subject to approval by the Board of County Commissioners/acting as the Town of Pahrump Board.
