PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES June 23, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on June 23, 2021 at 6:30pm at the Bob Rudd Community Center. 1. Pledge of Allegiance and Call to Order. The pledge was recited at 6:37 PM 2. Roll Call Members Present: Chair Helen W. Schneider, Vice-Chair Vanessa Simmons, and Secretary Bonnie Darrell, Pamela Hiller (Phoned in) and David Harris, Brian Harris, ABSENT, Commissioner Donna Cox, ABSENT, Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez (Phoned in) Guest: Mark Broedling. 3. Approval of the Agenda for June 23, 2021. Bonnie Darrell made a motion to accept the agenda. David Harris seconded, and the motion was approved 4-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Helen Schneider questioned whether Brian Hayes was returning to the PPRAC. Courtney Kenney relayed that she had spoken to him, and he plans to return. She will be sending the bylaws to Brian regarding how many meetings can be missed before dismissal from the committee. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of May 19, 2021. In Number 5 of the minutes, the VEA comments need to be moved up to number 4, they were committee comments. David Harris made a motion to except the minutes as corrected. Bonnie Darrell 2nd. Approved 5-0 7. Announcements (first) Courtney Kenney announced that the July 4th Fireworks display will be fully open to the public. There will be a press release. For Possible Action – Discussion and deliberation of any Park Reservation Requests. Courtney Kenney - Food Truck Festival along with a Music Festival, August 26th-29th. All permits turned in; 3,000 people expected at Petrack Park. Waiting on BOCC Approval. Vanessa asked about the Wonderful Wednesday idea from the prior meeting. Courtney Kenney replied that Doug Dubin has asked for it to be tabled for now. 9. For Possible Action – Discussion and deliberation to accept the application to the Pahrump Parks and Recreation Advisory Committee, due to two alternate vacancy(s). The applicant is; Mark Broedling. Discussion regarding Mark Broedling – Currently the Off-Road Advisory Committee Vice- Chair, Little League Coach, and large event advisor. Bonnie Darrell made a motion to accept Mark Broedling as an alternate on the PPRAC. Pam Hiler 2nd. Approved 5-0. Courtney Kenney will send his name and application to the commissioners. 10. For Possible Action – Discussion and deliberation regarding the continued planning ot cancellation of the Old Fashioned 4th of July Festival and Vendor Application. Vanessa Simmons moved that we cancel the July 4th Festival due to lack of participation and competing events this year. Bonnie Darrell 2nd. Approved 5-0. 11. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez stated that the Launch Site is open six days for the July 4th holiday. We are still waiting on the environmental study of the area, due in August. 12. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Jimmy Martinez stated some of the brick wall is built. The roof must be constructed off-site and be brought in as one large piece. Dog Park waiting to begin in a few days. Vanessa Simmons asked about the 3 dog sections of the dog park. Small, Mixed, Large or Small, Medium and Large. Jimmy Martinez said he would investigate this, but that there have been complaints about the mixed area at Blosser Dog Park. Helen Schneider stated that she toured the Cooperative Extension and saw plants that seed themselves. She stated we should investigate this for the park. Also, that she thinks we should not put pine trees in at Kellogg Park. Vanessa Simmons mentioned that the plants for the park are mentioned on the drawings. Vanessa Simmons mentioned that another option for shade are the “One Day Shade” structures. Helen Schneider mentioned that there was a survey taken regarding what the public would like to see at Kellogg Park, we need to look at the results. Donna Cox has this information, but her husband is ill. Helen Schneider asked Jimmy Martinez to bring the plans for the park to the next meeting. She stated that more than just ball fields can go in this park. She would like to see a “Band Shell” or Amphitheatre. 13. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. Jimmy Martinez updated the committee on Petrack Park – Circus this week, July 4th Fireworks, Food Truck Event in August. Area lights should be finished this week. Tennis courts and Basketball courts have new system, Musco System. You must call in to have the lights turned on. Also, Helen Schneider asked if soccer was using field C. Jimmy Martinez said, yes. Jimmy Martinez updated the committee Ian Deutch Park – lights and resurfacing of the skate park is on hold until the grant money comes in. This will have the new lighting system too. Jimmy Martinez updated the committee Simpkins Park – Lots of birthday parties, football is asking for field allocation. Gates have been installed to keep the wild horses out. Jimmy Martinez updated the committee Blosser Park – Vanessa Simmons asked if the gate was fixed, Jimmy Martinez said yes. 14. For Possible Action – Discussion and deliberation of Movies in the Park for 2021. After committee discussion – Public Discussion. David Harris has been going to the Movies in the Park Events. Attendance at each movie has been between 100 and 300 people depending on the weather. The heat has been brutal. Helen Schneider asked if the Lions Club is making money at the concessions. David Harris stated that people did not realize there was food at first, now they do. Vanessa Simmons requested and more adult type movies and could adults have a movie at the Pool? David Harris suggested next 4th of July. 15. Presentation – Discussion of Field Allocation request forms for August – December of the Fall Season 2021. Applications – Soccer at Ian Deutch – Aug – Feb, M-F 5PM-9PM & Sat 8AM-12, Simpkins Park - Football – M-F 4PM – 9PM seven teams, Simpkins Park - Schutzhund Club Friday 6PM-2AM & Sat 6AM - Noon, Ian Deutch - Little League M-F 5PM – 9PM Sat 8AM – 8PM Courtney Kenney suggested we table these applications until after the deadline date ---PAGE BREAK--- PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES June 23, 2021 has passed. July 13th is the deadline, but we will take application up until our next meeting on July 21. 16. GENERAL PUBLIC COMMENT (second). Mark Broedling mentioned that the Food Truck Festival will also be using the arena the weekend of August 26-29th for a Music Festival. Ticketed show. Vanessa Simmons asked if the last day of the pool season, before we drain the pool, could dogs swim in the pool? David Harris said that we do not drain the pool. 17. ANNOUNCEMENTS (second). Vanessa Simmons will be on vacation for the July meeting, hopefully will be back by the end of August. Courtney Kenney mentioned that she will contact Brian Hayes and get him a copy of the by-laws. 18. ADJOURNMENT The meeting adjourned at 7:30. Vanessa Simmons made the motion, it was seconded by David Harris and approved 5-0. The next meeting is July 21, 2021, at 6:30 in the Bob Rudd Center. APPROVED this 2021. Chair
