Pahrump OHV Park Advisory Committee Meeting Minutes October 06, 2022 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Loyce Seastrunk, Matt Mattoon, Erica Muxlow, Brad Harris, Jimmy Martinez, Doug Powell, Tom Bolling 3. Approval of the agenda for October 06, 2022. Erica Muxlow motioned to approve the agenda for October 06, 2022, Loyce Seastrunk second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) There were no public comments. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of September 01, 2022. Erica Muxlow motioned to approve the minutes for September 01, 2022, Loyce Seastrunk second. There was no opposition. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications or promoting alternates to voting members of the OHV Advisory Committee. No actions needed. 7. Announcements (First) There were no announcements. 8. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). For Possible Action – Discussion and deliberation regarding approving the letter to the Board of County Commissioners stating that we do not support the solar project. We tabled this conversation until the next meeting to obtain an update. We do not have the letter in hand at this time. 10. For Possible Action – Discussion and deliberation regarding authorizing the cost of transporting supplies and materials by Public Works. Loyce Seastrunk motioned to authorize the cost of transporting supplies and materials by Public Works, Erica Muxlow second. There was no opposition. 11. For Possible Action – Discussion and deliberation regarding renting a Water Pull/Water Wagon for the purposes of constructing the Sound berm, knocking down, and leveling out the area known as the OHV Park at the Nye County Fairgrounds with a not- to-exceed amount of $18,000 per month. Erica motioned to approve the rental of a Water Pull/Water Wagon for the purposes of constructing the Sound berm, knocking down, and leveling out the area known as the OHV Park at the Nye County Fairgrounds with a not-to-exceed amount of $18,000 per month, Brad Harris second. The motion passed unanimously. 12. For Possible Action – Discussion and deliberation regarding funding the Water Pull/Water Wagon rental using the 10340 Grant Funding. Loyce Seastrunk motioned to fund the Water Pull/Water Wagon rental using the 10340 Grant Funding, Brad Harris second. There was no opposition. 13. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). There were no staff comments. 14. For Possible Action – Discussion and deliberation regarding the budget. Tom Bolling will provide a status on how the budget has been spent and what we can expect moving forward. There were no updates. 15. For Possible Action – Discussion and deliberation regarding the perimeter fence and sound barrier. The perimeter fence is still on hold. ---PAGE BREAK--- 16.
