PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 October 12, 2023 6:00 PM 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Lewis, Loyce Seastrunk, Matt Mattoon, Charles Ballew, Brad Harris, Deb Strickland, Jimmy Martinez 3. Approval of the agenda for October 12, 2023. Ryan Williams motioned to approve agenda Brad Harris second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of September 14, 2023. Ryan Williams motioned to approve the minutes, Brad Harris second. There was no opposition. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications, promoting alternates to voting members of the OHV Advisory Committee, or retiring resigned members. Ryan Williams motioned to resign Erica Muxlow from the OHV Advisory Committee and position of Secretary, Charles Ballew second. There was no opposition. Charles Ballew motioned to appoint Ryan Williams as Secretary of the OHV Advisory Committee. Brad Harris second. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Deb thanked Jimmy Lewis for the report he provided and for representing the OHV Advisory Committee very well. The report details the budget and the work that has been done. This will be part of the backup used for the County Commissioners meeting on October 17th. 8. Announcements There were no announcements. 9. For Possible Action – Discussion and deliberation regarding the budget. Tom Bolling will provide a status on how the budget has been spent and what we can expect moving forward. There has been no change in the budget status. Jimmy Martinez explained that we are moving forward with purchasing the concrete and have all of the materials and equipment needed (including a post hole auger). If we do not have a truck available to deliver water, we may need to consider alternatives. He confirmed that the work would be finished by Nye County and the fence will be installed on the North and East sides by the end of October. Jimmy Lewis asked if we have installed the last drainage culvert and raised the issue that the culvert must be installed before the fence. He offered a water buffalo in case a truck is not available to deliver water. 10. For Possible Action – Discussion and deliberation regarding a new plan moving forward to best utilize the remaining funds. The committee decided that we will continue with the current plan. 11. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Ryan Williams motioned to set the next meeting for November 2, 2023 at 6pm at the Veterans Building, Jimmy Lewis second. GENERAL PUBLIC COMMENT (Second) Deb Strickland suggested that we create a management agreement for moving forward with the operations for the OHV park. Jimmy Lewis suggested that we add this to the agenda for the next meeting. Additionally, the OHV Advisory Committee should revisit establishing subcommittees. Jimmy Lewis asked if the Arena Committee arena has a management plan. Deb Strickland said they have their bylaws which are available online and she will provide the link to assist us. 13. ADJOURNMENT Meeting adjourned.
