PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES Page 1 MARCH 21, 2024 Pursuant to NRS, a meeting of the Pahrump Tourism Advisory Committee was held at 8:00 AM on March 21, 2024 in the Tourism Office Conference Room in Pahrump, Nevada. 1. PLEDGE OF ALLEGIANCE AND CALL TO ORDER. The meeting was called to order by Vice Chairman Karen Spalding at 8:05 a.m. in the Pahrump Tourism Office Conference Room. 2. ROLL CALL. Attendees: PTAC members - Karen Spalding, Debbie Davis, Tim Burke, Charles Ballew, and Jack Sanders. Excused absences – None. Also in attendance: Arlette Ledbetter, PTAC Director and Frank Carbone, BOCC. Guests: Catherine Tillett, DeAnna O’Donnell, Cheryl Beeman, Deborah Miskell, Emma Justis-Las Vegas Bus Tours, Krisztian Dora - Las Vegas Bus Tours. 3. APPROVAL OF AGENDA FOR MARCH 21, 2024. The Agenda was approved as presented. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (FIRST). None. 5. FOR POSSIBLE CORRECTIVE ACTION- DISCUSSION AND DELIBERATION TO RESCIND ACTION TAKEN ON NOVEMBER 9, 2023 AGENDA ITEM #3 WHEREIN THE COMMITTEE APPROVED THE NOVEMBER 9, 2023 AGENDA. Debbie Davis moved to rescind the action taken on the November 9, 2023 PTAC Agenda Item #3 wherein the Committee approved the November 9, 2023 Agenda. Jack Sanders seconded the motion and it was approved unanimously. 6. FOR POSSIBLE CORRECTIVE ACTION – DISCUSSION AND DELIBERATION TO RESCIND ACTION TAKEN ON NOVEMBER 9, 2023, AGENDA ITEM #5 WHEREIN THE COMMITTEE VOTED TO APPROVE THE SEPTEMBER 21, 2023 MEETING MINUTES. Debbie Davis moved to rescind action taken on November 9, 2023, agenda item #5 wherein the Committee voted to approve the September 21, 2023 meeting Minutes. FOR POSSIBLE ACTION - DISCUSSION AND DELIBERATION OF MINUTES OF THE PAHRUMP TOURISM ADVISORY COMMITTEE MEETING OF SEPTEMBER 21, 2023. Tim Burke moved to approve the Pahrump Tourism Advisory Committee Meeting Minutes of September 21, 2023. Jack Sanders second the motion and it was approved unanimously. 8. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION OF MINUTES OF THE PAHRUMP TOURISM ADVISORYCOMMITTEE OF NOVEMBER 9, 2023. Tim Burke moved to approve the Pahrump Tourism Advisory Committee Meeting Minutes of November 9, 2023. Jack Sanders seconded the motion, and it was unanimously approved. 9. ANNOUNCEMENTS (First). Karen Spalding showed a map of the Paso Robles wine country as an example of something Pahrump could do. Arlette Ledbetter reported that she is working on a pad map which could be distributed though local businesses displaying wineries and other Pahrump points of interest. 10. COMMITTEE COMMENTS (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 11. FOR POSSIBLE ACTION - DISCUSSION AND DELIBERATION TO REVIEW AND CONSIDER THE FOLLOWING APPLICATIONS FOR BOCC APPOINTMENT RECOMMENDATIONS TO FILL FOUR VACANCIES: CHERYL BEEMAN, JOELLE BOLTON, VICKI GLADSJO, SALLI A. KERR, DEBORAH MISKELL, DEANNA O’DONNELL AND CATHERINE TILLETT. Applicants were invited to stand and introduce themselves with Catherine Tillett, Deborah Miskell, Cheryl Beeman and Deanna O’Donnell doing so. Frank Carbone suggested the applicants leave the room while the Committee members discussed all applicants. The members agreed each member would vote for three applicants by secret ballot. The top three vote getters would serve an abbreviated three years and the fourth would serve out James Horton’s unexpired term. Debbie Davis and Karen Spalding tallied the ballots and reported the vote was: Catherine Tillett - 5 Joelle Bolton - 4 Deborah Miskell - 3 ---PAGE BREAK--- PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES page 2 ITEM # SUBJECT MARCH 21, 2024 Cheryl Beeman - 2 Salli Kerr - 1 DeAnna O’Donnell - 0 Vicki Gladsjo - 0 Debbie Davis moved to recommend to the Board of County Commissioners for approval as members of the Pahrump Tourism Advisory Committee: Catherine Tillet, Joelle Bolton and Deborah Miskell for a term starting April 1, 2024 until December 31, 2026; and Cheryl Beeman for a term starting April 1, 2024 until December 31, 2025. Jack Sanders seconded the motion, and it was approved unanimously. 12. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION TO APPOINT A CHAIR, VICE CHAIR AND SECRETARY FOR THE TERM OF MARCH 21, 2024 TO JANUARY 2025. JACK SANDERS MOVED TO APPOINT TIM BURKE AS PTAC CHAIR. Debbie Davis seconded the motion, and it was unanimously approved. JACK SANDERS MOVED TO APPOINT KAREN SPALDING AS PTAC VICE CHAIR. Debbie Davis seconded the motion, and it was approved unanimously. KAREN SPALDING MOVED TO APPOINT DEBBIE DAVIS AS PTAC SECRETARY. Charles Ballew seconded the motion, and it was approved unanimously. 13. GENERAL PUBLIC COMMENT (SECOND) None. 14. COMMITTEE COMMENTS (SECOND) (THIS ITEM IS LIMITED TO ANNOUNCEMENTS OF TOPICS/ISSUES PROPOSED FOR FUTURE WORKSHOPS). Arlette announced meeting favorably with the Lt. Governor Anthony during his engagement at the Pahrump Valley Chamber of Commerce luncheon. She also reported on future activities for Bob Ruud Park. ANNOUNCEMENTS (second). Karen Spalding announced the annual Rural Round Up will be held at Harrah’s Lake Tahoe, April 10-12. Arlette Ledbetter, Tim Burke, Debbie Davis and Karen are expected to attend. Registration for the event is still open for those interested in attending. Tim Burke reported Lt. Governor Anthony has invited him to Carson City to speak about Pahrump activities. 16. ADJOURNMENT. Next PTAC Meeting is scheduled for May 9, 2024, at 8:00 a.m. in the Pahrump Tourism Office Conference Room. Meeting was adjourned at 9:20 a.m.
