PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 September 9, 2025 5:00 p.m. 1. Pledge of Allegiance and Call to Order. 5:00 p.m. 2. Roll Call. Jim Hannah, Mike Zaman, Frank Slaghuis, Robert Adams, Sharon Gard, Tamalyn Taylor, Matthew Winterhawk. Excused absence: Tim Davidheiser. 3. Approval of the agenda for September 9, 2025. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Matthew Winterhawk announced he is running for Governor. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of August 12, 2025. Jim Hannah moved to approve with two spelling corrections. Second by Frank Slaghuis. Yes by all. 6. Announcements (First). None. 7. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Robert Adams stated Governor Lombardo appointed him to his second term as an Off Highway Vehicle Commissioner representing conservation interests. ---PAGE BREAK--- PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES ITEM # SUBJECT September 9, 2025 8. For Possible Action – Discussion, deliberation, and possible decisions regarding: a. Layout and design of the Pahrump Public Lands Advisory Committee Fall Festival booth in partnership with Southern Nye County Conservation District and Nevada Department of Agriculture. b. Display topics, protection of burrowing owl nests, Battleborn Trail, Nevada Department of Wildlife (NDOW) projects, trailheads, etc. Source display material, maps, pictures, posters, and handouts. c. Volunteers sign up to set up and staff the booth September 25 – 28, 2025. Set up Thursday afternoon. Staff the booth Friday and Saturday, with Saturday being the busiest day. Sunday afternoon volunteers will break down the booth. Jim Hannah moved to approve the display content and staffing per the agenda item. Second by Frank Slaghuis. Yes by all. 9. For Possible Action – Discussion, deliberation, and possible decision to comment to Board of County Commissioners regarding Bureau of Land Management approval of mineral exploration in the Amargosa Valley. Jim Hannah and Mike Zaman led the discussion stating good operations of the applicant at the current Amargosa Valley location and much of the area sought is in California. Jim Hannah moved that Pahrump Public Lands Advisory Committee neither endorse nor oppose. Second by Mike Zaman. Yes by all. 10. For Possible Action – Discussion, deliberation, and possible decision to comment to Board of County Commissioners regarding Bureau of Land Management’s approved Western Solar Plan. Much of the solar project lease area around Pahrump was firmly rejected by Pahrump citizens three years ago in Pahrump Public Lands Advisory Committee meetings on the Rough Hat Nye project. Jim Hannah moved that we ask Nye Board of County Commissioners to oppose utility solar projects within and surrounding Pahrump. Second by Mike Zaman. Yes, by all. 11. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved the next meeting be October 14, 2025. Second by Robert Adams. Yes by all. Item 8 reopened- Tamalyn Taylor shared Fall Festival display items 12. GENERAL PUBLIC COMMENT (Second). None. 13. ANNOUNCEMENTS (Second).
