PPRAC Minutes July 15, 2020 Page 1 Pursuant to NRS, a meeting of the Pahrump Park & Recreation Advisory Committee was held on July 15, 2020 at 6:30pm at the Bob Ruud Community Center, 150 N Hwy 160 Pahrump, NV 89060. Chairman Michael Hyde ,Vice-Chairman Jaydee Webb, Secretary Helen W. Schneider, Eugene Frank, Vanessa Simmons, David Harris, and Brian Thompson. 1. Pledge of Allegiance The pledge was recited at 6:30pm. 2. Roll Call Members present David Harris, Michael Hyde, Brian Thompson, Eugene Frank and. Jaydee Webb. Absent: Helen Schneider and Vanessa Simmons. Commissioner Debra Strickland (Liaison) was a presenter. Guests: Jimmy Martinez, Tim J. Bohannon, Judith H. Malke, Deborah Woodland, Laine Brubaker, Michelle Chappell, Lyn Shirky, Robert Tibbits, David Rivisto, Rosalee Clasen, Paul Gaxiola, Jack Allen, William Simpson, Diane Roberts, Victoria Craig John Pauloh and Shebby. 3. Approval of the Agenda for July 15, 2020. Eugene Frank made a motion to accept the agenda. Jaydee Webb seconded and the motion was approved 5-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). The Pahrump Park & Recreation Advisory Committee is to give a report to the Nye County/Town Board on the second Tuesday of the month. That is the today for all Town business is to be discuss. 5. For Possible Action- Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee meeting of February 19, 2020 and Special Meeting May 7, 2020. Was not official voted on but was discussed. 6. Announcements (first) NV State Health Dept. have a response to all sports in NV. There rules must be followed. 7. Committee Comments. David Harris and Brian Thompson will work on future park needs. We need to know what’s here and what still can be added to current parks. They will meet at 9:00 am before our next meeting with Jimmy Martinez. ---PAGE BREAK--- PPRAC Minutes July 15, 2020 Page 2 8. Possible Action – Discussion and deliberation of any Park Reservation Requests. David Harris, Mike Hyde and Jimmy Martinez met this morning on the park requests. David has 8 requests for this fall. Little League will be a fall sport. All groups are saying they have large numbers. We will need your numbers only is the fields are full. We will give you time to come up with the numbers if we need them. Question: If parents come to watch and they are not allowed to be on the field are we to have them leave. Practices are only for children involved in the sport. When games start the State will have rules for everyone to follow. Yes, we do know several children are in more than one sport. Motion was made by Jaydee Webb to table this item to a special meeting or our next regular meeting. Eugene Frank seconded the motion and approved 5 to 0. David and Jimmy will try to work on a schedule and try to be fair as possible. 9. Possible Action- Discussion and deliberation of the Pahrump Park & Recreation Advisory Committee by-laws. Eugene Frank and Vanessa Simmons will look at the by-laws and present something to the committee next month for a vote. Eugene said he needs to talk to Vanessa Simmons to finalize their report. 10. Possible Action- Discussion and deliberation of Movies in the Park for 2020. Movies have had attendance for 150 to 300 people. The crowd is practicing social directing. Dog Journey drew 300 people. Secret Life of Pets is this weekend. Snack bar is been run by Sleep in Heavenly Peace. For our information a gentleman from Las Vegas brings a blow-up screen and a sound system that covers a 50ft radius. Movie schedules are in the newspaper and on the town website. 11. Possible Action – Discussion and deliberation regarding July 4, 2021. Jaydee Webb and Helen Schneider work out some ideas for July 4, 2021. Jaydee Webb said all non-profits from Pahrump only (they do not have to be 501C3 but registered with the state as non- profit). Non- profits will not pay for a booth space. They can make money by games, raffles, etc. Booth space for 10 by 10 cover which works out to 12 by 12 with some spaces between booths are for $25.00. We still need to contact Sheriff Dept. and Fire Dept. for what we need to be able to do for this event. Port-a-potty – Debra Strickland said town will pay for them. We want the high school and 4-H involved. Schedule: Non-profits forms in by April Crafts forms in by mid-May Food Trucks and Tents sell food by the end of May Bob Rudd will be used for emergency service Staring the day at 8:00 am and shutdown 6:00 pm or 7:00 pm John O’Brian coordinates the fireworks for 4th of July. Plus, we will try to get the Sheriff Dept and Fire Dept to play a softball game in the morning. ---PAGE BREAK--- PPRAC Minutes July 15, 2020 Page 3 12. Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtain development updates and current status and discusses fairground development progress. Tim Bohannon had a booklet; he gave to the members of the Advisory Committee. The NV Standard bred Association is working on a plan that would include racing, breeding, system, casino education with UNR, hotel and employment for Pahrump, NV. Please read the booklet for more information. This will be done in five phases with the county. This will help racing and the fairgrounds for the success of both. The Standardbred Association is over 100 years old and can get the financing as needed. 13. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. Parking lot and restrooms will go out for bid near future. The Pahrump Park & Rec. Advisory Committee started in 2014 with Kellogg Park plans and the current Nye County Board stated the working on this park in 2019. Kellogg Park is 10 miles from Ian Deutch Park and on the south side of town. Currently 18.5 areas are being done of the whole 88 areas park. 14. For Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simkins, and Blosser parks, etc. Ian Deutch Memorial Park will have lights on the skateboard - seven lights. The grant was approved (a little problem to correct) and resurface will be done. The lights will go in a month or two or no later than the end of the year. All the parks are ready for fall sports. Thank you to the entire ground crew. 15. General Public Comment (second). The town of Pahrump has not yet gotten the fairground from the BLM and the Dept. Of Interior. 16. Announcements (second) Jaydee Webb resigned from the Pahrump Park & Recreation Advisory Committee. Good luck - Jaydee and your family! 17. ADJOURMENT Meeting adjourned at 8:20 pm. Eugene Frank made the motion and seconded by Jaydee Webb and approved 5-0. Our next regular meeting is August 19, 2020 at the Chief Tecopa Cemetery Multipurpose Building at 6:30pm.
