PAHRUMP PUBLIC LAND ADVISORY COMMITTEE DRAFT MINUTES December 8, 2020 1 I P a g e o f 3 Pursuant to NRS, the Pahrump Public Land Advisory Committee met by conference call December 8, 2020 at 5pm. 1. Pledge of Allegiance 5 pm 2. Roll Call Mike Zaman, Rick Tretter, Robert Adams, Deb Strickland, Roger Haga USFS, James Grof & Ryan Gallagher BLM 3. Approval of Agenda for December 8, 2020 Deb Strickland stated item 11 location is Mesquite & Higley. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of Draft Minutes of the Pahrump Public Lands Advisory Committee meeting of October 13, 2020 Mike Zaman moved to approve. 2nd by Robert Adams. Aye by all. 6. Announcements (First) None. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Moved to later in agenda. 8. For Possible Action – Discussion and deliberation to accept the application to the Pahrump Public Lands Advisory Committee to fill one vacancy. The applicant is Tina Bond-Kuglin Applicant not present. Moved to January 12 meeting. 9. For Possible Action – Presentation, discussion, deliberation, and possible decision regarding USFS SMNRA (Spring Mountain National Recreation Area) management prospectus and PPLAC/Nye County partnership opportunities A copy of the prospectus which outlines the proposed opportunity, key dates, evaluation criteria, expectations for performance, and information on how to apply can be found at: Page 20 applies to us. Presentation by USFS Recreation Permit Administrator Roger Haga. Referred some questions to contact Adam Floyd, USFS trails administrator. Move to approve by Robert Adams. 2nd by Mike Zaman. For Possible Action – Presentation, deliberation, deliberation, and possible decision of shooting range plan at 40-acre County parcel near Simkins and Higley Corrected to Mesquite and Higley. Presentation by Deb Strickland. Next step is RPC, agenda item 13. Rick Tretter moved to approve. 2nd by Robert Adams. Aye by all. 12. For Possible Action – Presentation, discussion, deliberation, and possible decision of SSTH (Southside TH) management and development plan Moved to January 12 meeting. 13. For Possible Action- Presentation, discussion, deliberation, and possible decision regarding Great America Outdoors Act grant funding Moved by item maker Robert Adams. 14. For Possible Action – Discussion, decision, and possible decision regarding recommendations regarding the Copper Rays Solar Project Moved by item maker Robert Adams. 7. Committee Reports: Spring Mountain graffiti report by James Grof, Ryan Gallagher, and Bob Adams. Graffiti reported and verified at various points including Wheeler Narrows. Discussion of cleanup and prevention. Follow up next meeting. 15. For Possible Action – Discussion, deliberation, and possible decision of the end of year report A. Pahrump – Beatty portion of Pahrump – Tonopah Offroad Trail mapping and planning. RTP grant application submitted for marking Phase 1 (SR 160 & SR 372 – SR 160 & Roadrunner Rd.) B. SSTH (Southside Trailhead) maintenance and RTP grant application submitted to fund improvements. C. Finding suitable and available location for a shooting range. D. Inspection of 11 NDOW Spring Mountain game guzzlers. E. Forming working relationships with BLM, NDOW, & USFS. Move to approve by Robert Adams. 2nd by Mike Zaman. Aye by all. 16. For Possible Action – Discussion, deliberation, and possible decision of 2021 projects and goals A. Continue Pahrump – Beatty portion of Pahrump – Tonopah Offroad Trail. Designate Phase 1 as a ROW and mark with RTP grant funds. B. Continue SSTH. C. Continue shooting range development on Simkins & Higley County property and world class shooting range on public land off Bell Vista Road. D. For Possible Action – Discussion, deliberation, and possible decision to present outgoing Commissioner Koenig a plaque thanking him for his help supporting PPLAC Rick Tretter moved to approve. 2nd by Mike Zaman. Aye by all. 18. For Possible Action – Discussion, deliberation, and possible decision to set time and place for next meeting Rick Tretter moved to meet January 12 at 5 pm. 2nd by Robert Adams.
