PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 June 6, 2024 5:30 PM 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Brad Harris, Charles Ballew, Debra Strickland, Jessica McCutcheon (late arrival). 3. Approval of the agenda for June 6, 2024. Ryan Williams Motioned to approve, Brad Harris second. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of April 4th, 2024. Correction to add Charles Ballew to Roll Call, Jimmy Lewis motioned to approve. Ryan Williams second. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications, promoting alternates to voting members of the OHV Advisory Committee, or retiring resigned members. Jimmy Lewis to communicate with Matt Mattoon to officially retire from the committee. 7. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Debra Strickland provided updates regarding the Public Lands Advisory Committee and the need for additional volunteers June 22-23. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES 8. Announcements Brad Harris noted that Jessica McCutcheon’s last day with us will be June 14, 2024. Debra Strickland provided additional backup regarding Marc Peters’ design plans. Jimmy Lewis motioned to accept the additional backup. Ryan Williams second. Jessica explained that plans came in under budget. Debra Strickland provided additional backup regarding GIS survey of the property. Jimmy Lewis motioned to accept. Ryan Williams second. Debra noted that the OHV Park can be used as a staging area due to adjacent Bureau of Land Management land. Jimmy Lewis provided additional backup regarding irrigation information and pricing. Ryan Williams motioned to accept. Charles Ballew second. Jimmy Lewis explained that a top-tier irrigation system would minimize dust generated by the facility. Jimmy Lewis provided additional backup regarding professional sound survey. Ryan Williams motioned to accept. Charles Ballew second. Jimmy explained that the sound impact will be minimal based on survey. 9. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Jessica McCutcheon provided an update regarding the budget. 10. For Possible Action – Discussion and deliberation regarding communication issues brought up at the County Commission Meeting. Jimmy Lewis provided information regarding public concern at the previous County Commission Meeting. He invited those concerned to attend POHVPAC meetings, as they are open to the public. Per previous meetings agenda, a form was created where those interested can provide contact information to be kept better aware of POHVPAC meetings and opportunities for involvement. Link to form. 11. For Possible Action – Discussion and deliberation regarding Design and Operations Sub-Committees. Sub-Committees to provide status on their respective areas. Ryan Williams motioned to set the next meeting for Thursday July 11, 2024, at 5:30 PM in the Veterans Memorial Building. Jimmy Lewis second. There was no opposition. 13. GENERAL PUBLIC COMMENT (Second) There was no public comment. 14. ADJOURNMENT Meeting adjourned.
