Pledge of Allegiance and Call to Order. Robert called the meeting to order at 1900/0700. 2. Roll Call. Robert Tibbits, Scot Tibbits, Michelle Chappel, Darius Mann, Tawny Wald, Shane Chapman, Christy Cothery, Trish Philps, Debra Strickland, Jimmy Martinez, Courtney Kenney. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 4. Approval of the Agenda for February 13, 2025. Scot motioned and Tawny second. Approved. 5. For Possible Action – Discussion and deliberation of Minutes of the Pahrump Arena Advisory Committee, meeting on December 12, 2024. Scot motioned to accept the minutes as presented and Darius second the motion. Passed 6-0. Approved. 6. Announcements (First). High School Rodeo will be held February 14 – 16, 2025. 7. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). Robert spoke about backup and open meeting law concerns. The Commissioner spoke about the Open Meeting Law and Ethics training March 13, 2025. 8. For Possible Action – Discussion and deliberation to set Chairman, Vice-Chairman, Secretary, members, and alternates. Robert Tibbits as Chairman, Michelle motioned and Darius second. Passed 6-0. Darius Mann as Vice-Chair, Scot motioned and Tawny second. Passed 6-0. Michelle Chappel as Secretary, Darius motioned and Tawny second. Passed 6-0. For Possible Action – Discussion and deliberation of arena reservations and follow up on existing reservations. The circus was approved with contingencies from the town. Hubster banner questioned. Pahrump Valley Rough Riders March show moved to May 3, 2025. Darius motioned and Tawny second. Passed 6-0. Legends rough stock updates on bankruptcy and payback for fees on the town. 10. For Possible Action – Discussion and deliberation of arena reservation form. Robert to message Courtney with changes to the form. Darius motioned to accept the form with the revisions to the verbiage for the days and declare Nye County as insured. Michelle second. Scot motioned for $300/day for each day for the first 2 days; and $250/day after for-profit events. $150/day for the first 2 days; and $100/day after for non-profit events. Michelle Second. 11. For Possible Action – Discussion and deliberation Fall Fest Rodeo Committee updates. Darius motioned to accept the spreadsheet presented by Courtney. Michelle second. Passed 6-0. Courtney explained the spreadsheet provided. Robert presents a check to the town of $6,658.93. 12. For Possible Action - Discussion and deliberation regarding arena upgrades, repairs, and equipment purchases. Discussion of the status of old amplifiers which may dictate purchasing a new one. 13. For Possible Action - Discussion and deliberation regarding the purchase of a leveling implement. Jimmy will seek out information on purchasing the blade as previously approved. 14.
