PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES November 09, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on November 09, 2021, at 5:00pm at the Board of County Commissioner’s Chambers. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 5:00pm. 2. Roll Call Members. Kathy Ujifusa excused absent. Present, Robert Adams, Jim Hannah, Mike Zaman. Rick Tretter excused absent. NC Commissioner Deb Strickland. BLM PFO Mgr. Nick Pay, BLM SNDO Project Mgr. Kirsten Cannon. Sign in sheet of public participants attached. 3. Approval of the agenda for November 09, 2021. No call for changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of October 12, 2021. Move by Jim Hannah to approve. 2nd by Rick Tretter. Yes, by all. 6. Announcements (first) None. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 8. Presentation – Report by BLM (Bureau of Land Management) on the status of proposed renewable energy projects located on lands managed by the BLM’s Pahrump and Las Vegas Field Offices by a representative of the BLM. For the November 2021 update, BLM will cover the status of four projects: Yellow Pine Solar, Rough-Hat – Clark Solar, Copper Rays Solar, Rough Hat – Nye Solar. ---PAGE BREAK--- PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES November 09, 2021 Presentation by BLM PFO Mgr. Nick Pay. Construction of Yellow Pine Solar has begun. Loose ends on Yellow Pine remain. Future hearings on Yellow Pine, Copper Rays, and Rough Hat Clark and Nye projects. 9. Presentation – by the proposed Rough Hat Solar project development team. Presentation led by Project Mgr. Dewey Klurfield presenting new map cutting 424 acres from the project to address public concerns. Dewy stated 800 construction jobs. 5 to 25 operations jobs and Candela plans to build and operate the project. Public comment was against the project. 10. For Possible Action – Discussion, deliberation, and possible decision to form a sub- committee(s) to research to make planning recommendations regarding the proposed Rough Hat – Nye Solar Project and recommend project parameters, i.e., size and concentration of projects proposed in Southern Nye County by Robert Adams. Jim Hannah moved not to form a subcommittee. 2nd by Rick Tretter. All voted not to form a subcommittee. 11. Presentation – Report by Jim Hannah regarding mapping existing trails that are believed to be the OST (Old Spanish Trail) and possible discussion on how to protect and commemorate. OST info at historic-trail. Jim Hannah reported a subcommittee has been formed and working to put a couple rides on a year. 12. For Possible Action – Discussion, deliberation, and possible decision to design logos and buy trail markers using awarded 2021 RTP grant funds to mark the Westside Silver State Trail Phase 1 from Crawford & 160 to Roadrunner & 160 by Robert Adams. Jim Hannah voted to proceed with the project. 2nd by Rick Tretter. Yes, by all. 13. Presentation – Report by Debra Strickland and possible discussion on the County public shooting range at Higley and Mesquite. BOCC Strickland reported the project is proceeding with funds budgeted. 14. Presentation – Report and possible discussion on the new BLM Nevada-wide RMP (Resource Management Plan) entation_(FINAL).pdf Link failed. After discussion Rick amended his motion and Jim his 2nd to meet November 30. Yes, by all. 16. General Public Comment (second). None. 17. Announcements (second). None. 18.
