February 13, 2020 Pursuant to NRS, a meeting of the Pahrump Arena Advisory Committee was held on February 13, 2020, at 7:00 PM at the Chief Tecopa Cemetery, Multipurpose Building, located at 751 S East St Pahrump, Nv 89048. 1 1. Pledge of Allegiance and Call to Order. Robert called to order 7:03 PM 2. Roll Call Loyce S, Robert T, Jimmy M, Steve C, Scot T, Charlie S, Cy S, Debra S, Kjester Steve P excused 3. Approval of the Agenda for February 13, 2020. Scot T wanted to make it known that D and D for fairground should have been on this agenda but wants to make sure it gets on the next agenda Scot T made a motion to approve agenda, Loyce Second, all in favor. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) None 5. For Possible Action - Discussion and deliberation of Minutes of the Pahrump Arena Advisory Committee, meeting of January 9, 2020. Scot made a motion to approve the minutes, Steve Second. All in favor. 6. Announcements (First) A. Commissioner Debra Strickland was appointed the Liaison for the Pahrump Arena Advisory Committee at the January 22, 2020 BOCC meeting. B. OML training will be February 25 28th, 2020 at 1:30 PM in the Pahrump BOCC Chambers. Please make sure to RSVP to the email address provided. 7. For Possible Action - Discussion and deliberation of arena by laws/ policy and fee schedule. Robert made a motion to table till next meeting with more backup. Scot second, all in favor. 8. For Possible Action - Discussion and deliberation of recommend fees being waived, or not recommending waiving fees for local non-profits and other local groups. Robert made a motion to table till next meeting with more backup. Scot second, all in favor. 9. For Possible Action - Discussion and deliberation of arena funds to purchase new equipment, including to but not limited to a water truck Jimmy looked into the GSA and government loan program and didn’t find a suitable water truck, He did find a water truck that fits the specs for approximate 86000, and a water tower for 54,000. Steve made a motion to purchase water truck as long as it is primary use is the arena unless emergency circumstances approved by town manager, Loyce second, all in favor. ---PAGE BREAK--- PAHRUMP ARENA ADVISORY COMMITTEE MINUTES ITEM # SUBJECT February 13, 2020 2 10. For Possible Action – Discussion and deliberation of Arena Reservations. None 11. For Possible Action – Discussion and deliberation regarding arena fixes. Robert will do a walk thru and get with Jimmy for fixes. The town has been working on installing backflow valve and moving sprinklers higher to prevent dirty water flowing back into the pipe. Scot asked Jimmy if they can fill the alley way with good clean dirt. 12. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None 13. GENERAL PUBLIC COMMENT (Second) Commissioner Strickland is pricing manure to add to arena for fill, also Jimmy is looking into using sand from the fair grounds to add to arena and screen to remove debris. 14.
