PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 August 7, 2025 5:30 p.m. 1. Pledge of Allegiance and Call to Order. Pledge was recited. 2. Roll Call. Jimmy Lewis, Brad Harris, Skip Hadduck, Joe Toste, Doug Martin, Mitchel Peterson. 3. Approval of the agenda for August 7, 2025. Mitchel Peterson motioned to approve. Brad Harris seconded. 4. For Possible Action – Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of July 10, 2025. Brad Harris motioned to approve. Skip Hadduck seconded. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). No Comment. 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). No Comment. 7. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. No Comment. 8. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Debra Strickland announced GCW will approve groundwork on the overall fairgrounds project. 9. For Possible Action – Discussion and deliberation regarding the scheduling of the next youth track ride day. Jimmy Lewis motioned for tentative date of September 13, 2025, in the evening, exact time to be determined later. Brad Harris seconded. 10. For Possible Action – Discussion and deliberation regarding future grant funding for electrical, irrigation, and track design. Jimmy Lewis deferred this item until next meeting pending further information. 11. For Possible Action – Discussion and deliberation regarding park signage. Jimmy Lewis sent the signs from Off Highway Vehicle commission. For Possible Action – Discussion and deliberation regarding track design bidding with different track builders to use latest Off Highway Vehicle Park grant funding. Jimmy Lewis advised the county commissioners accepted the grant. Three proposals were sent to Jimmy Martinez. The accepted bid was approximately $86,000.00. Jimmy Martinez mentioned a problem with the bids potentially needing to be open to the public due to the amount exceeding $50,000.00, may need to go back out for re-bid. Jimmy Martinez also questioned if the winning bidder is licensed in Nevada. Jimmy Lewis to follow up on the licensing question. 13. For Possible Action – Discussion and deliberation regarding the funding, construction, and fencing of upcoming adult veteran rider, all-terrain vehicle (ATV), and utility terrain vehicle (UTV) tracks. Jimmy Lewis suggested the remainder of funds from track construction may be available to use for fencing. 14. For Possible Action – Discussion and deliberation regarding the details of future operations and events for each track and the facility. Jimmy Lewis deferred this item until next meeting. 15. Announcements. Jimmy Lewis was contacted by a contractor who builds sound barrier walls, and has multiple options, but a meeting needs to take place between Jimmy Lewis, Jimmy Martinez, and the engineering firm (GCW) to discuss how electrical, water, and sound wall will all tie in together. 16. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Jimmy Lewis motioned to set the date and time of the next meeting to September 4, 2025, at 5:30 p.m., in the Veteran’s Memorial Building. Brad Harris seconded. 17. GENERAL PUBLIC COMMENT (Second). Jaynee Reeves announced the Spooktacular Off-road Poker Run coming up in Pahrump this coming October 2025. 18. ADJOURNMENT. Meeting adjourned.
