PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES February 16, 2022 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on February 16, 2022, at 6:30pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order. The pledge was recited at 6:30 PM 2. Roll Call Members Present: Acting Chair Vanessa Simmons, Secretary Bonnie Darrell, David Harris, Pamela Hiler, ABSENT, Brian Hayes, ABSENT, Mark Broedling, Commissioner Donna Cox, ABSENT, Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez. Guests: Helen W. Schneider, and Timothy Bohannon. 3. Approval of the Agenda for February 16, 2022. David Harris motioned to approve the agenda as written, Mark Broedling 2nd the motion. Approved 4-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Dave Harris – OML Meeting February 25, 2022, at 1:30pm in BOCC Chambers. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Helen Schneider went to Valley Electric Board meeting to ask about the $5 Million dollars they were going to donate for Parks. Valley Electric stated they did not receive a proposal from the county within their time limit from the County to follow through. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of January 19, 2022. Amend # 11 on the Minutes. Add, that the Red Ridge Schutzhund Club has only two local members. Mark Broedling made the motion to accept the minutes with this correction, David Harris 2nd the motion. Approved 4-0. 7. Announcements (first) Courtney Kenney stated that the BOCC voted to approve David Harris for the PPRAC Board, they did not approve Helen Schneider for the board. We need to advertise the position. 8. For Possible Action – Discussion and deliberation of any Park Reservation Requests. ---PAGE BREAK--- PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES February 16, 2022 David Harris turned in the paperwork for the Culpepper & Merriweather Circus. Needs to be approved by Animal Control and the BOCC. There will be a Skate Park Event at Ian Deutch Park. Mark Broedling questioned if there is liability insurance for this event. Jimmy Martinez stated that the Park does have insurance. 9. For Possible Action – Discussion and deliberation to approve the January-June 2022 field allocation schedules for Ian Deutch Memorial Park, Simkins Park, and Petrack Park. David Harris asked how many people are in each group - PJT Soccer Club – 200 + / PV Adult Softball – 100 + / PV Obedience Club – 10 + / Girls of Troy Softball – 12 / Red Ridge Schutzhund Club – 10 / PLL – 300 + / PYS – no numbers available. Jimmy Martinez stated there are no conflicts. Courtney Kenny reminded us of the statement on the schedule: Reservation subject to change due to rosters, pandemic, or major events. Please check the calendar on the website periodically for changes. All reservations subject to cancellation depending on Special Events. ALL groups have agreed to work together and share the fields. David Harris asked Mark Broedling if there are enough teams for the local teams to stay in Pahrump to play, not to travel to LV. Mark Broedling stated that there are. Also stated that Shoshone and Beatty teams might be added next year. David Harris made a motion to accept the Field Allocation Final Draft. Bonnie Darrell 2nd the motion. Motion Approved 4-0. 10. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez spoke: Environmental study is complete, 619 pages. There are Grants out there. OHV Grant is moving forward, hopefully construction will begin soon. Launch Site Public Display April 29th & 30th. Area 51 product test 5:30 – 9:30. Red Apple product demo on May 7th is a private event. Memorial Day will be next public event. Vanessa Simmons asked about grant writing for the Fairgrounds. Jimmy Martinez stated that there is a Grant Writing Committee at the County Level. 11. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Jimmy Martinez – More construction going on. Many dust complaints. Getting water out there as fast as they can but need a dedicated fill site. Currently coming back into town to fill the water truck. Wolfenstein Construction will be completing ½ of the walking trail. New well is drilled but not capped. There are two wells, one for irrigation and one for public use/drinking water. Concrete pad by the dog park will be used to add a gazebo soon. Two concrete benches will be added outside of the dog park. Playground system still in the design phase, ADA friendly. Grand Opening of the park at the end of March beginning of April. 12. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and ---PAGE BREAK--- PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES February 16, 2022 Blosser Park). After committee discussion – Public Discussion. Ian Deutch – Still waiting on Skate Park resurfacing funding from the grant. Fertilizing soon. Simpkins – Spring Seasons have begun. Blosser – Upgrades are needed for the well, will be costly. VFD Variable Speed System needed for more irrigation pressure. Jimmy has 14 staff members – not all are crew members who work on the fields. There is more work than his crews can do, they are doing their best. Petrack – HS Rodeo this weekend. Saturday 9AM and Sunday 8AM. Expecting more horse trailers than ever. 13. For Possible Action – Discussion and deliberation to 1) Pick the 2022 Movies in the Park list of possible movie options, 2) Choose up to four back up movie options, and 3) Accept the 2022 Movies in the Park list of possible options per the understanding, movies will be approved per the availability of Swank Motion Pictures, Inc. Tabled until next Special Meeting. Mark Broedling made a motion for PPRAC to hold a special meeting on March 2, 2022. David Harris 2nd the motion. Approved 4-0. Mark made a motion to move Agenda item 13 – Movies in the Park for 2022 – to the special meeting. Bonnie Darrell 2nd the motion. Approved 4-0. 14. GENERAL PUBLIC COMMENT (second). Guest Timothy Bohannon spoke about several items: OML Meeting 3/2/22 could be a conflict with our special meeting. Paw Patrol is a good movie for families. Little League is asking about teams from Beatty. County Commission Liaison Donna Cox has a backup and that is Debra Strickland. Grants.gov has several grants that might work for our Parks. He handed out a flyer to the Acting Chairman. American Rescue Plan Grant, Rural Communities Grant, Adaptive Sports Program Grants & Equine Grants. Helen Schneider is pulling her name from the PPRAC application process. 15. ANNOUNCEMENTS (second). Jimmy Martinez stated that the Chamber of Commerce will not be hosting a Balloon Fest. Courtney Kenny sent an email with the movie list to the board members. 16. ADJOURNMENT The meeting adjourned at 7:30 PM. Mark Broedling made the motion, it was seconded by David Harris and approved 4-0. The next meeting is March 2nd, at 6:30 at the Bob Rudd Community Center. APPROVED this 2022. Chair
