PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES January 06, 2022 Pursuant to NRS, a meeting of the Pahrump OHV Park Advisory Committee was held on January 06, 2022 at 5:00pm in the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order The pledge was recited, and the meeting was called to order at 5:00pm. 2. Roll Call Jimmy Lewis, Jimmy Tyler, Erica Muxlow, John Mazlo, Dal Shemp, Doug Powell, Brad Harris, Deb Strickland, Bob Adams, and Tom Bolling. The OHV voted to promote an alternate committee member to an open voting position. Erica Muxlow motioned to nominate Brad Harris to the voting position, Jon Mazlo second. Unanimously approved. Brad Harris is now a voting member of the OHV Committee. 3. Approval of the agenda for January 06, 2022. Doug Powell motioned to approve the agenda for January 2, 2022, Dal Shemp second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Bob Adams announced that tomorrow is the last day to submit a public comment regarding the Copper Rays solar project. He encouraged everyone to make a public comment. Jimmy Lewis stated You will be surprised at just how much off-road trails will be affected by the project. Review the map provided by Bob Adams. Mathew Giltner from Nevada Off Road Association. We can be good mediators and offer support for projects. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of December 01, 2021. Erica Mulow motioned to approve the minutes, Dal Shemp second. There was no opposition. 6. Announcements (first) Dal Shemp asked where we can direct the karting people. Deb stated that the appropriate contact would be the Town Manager, DA’s office. The Town Manager would then work with the Fairgrounds Working Group. 7. Committee Comments. Presentation – Discussion of the current status and Environmental Assessment update. Deb Strickland stated that Environment Assessment (618 pages) is complete, and we can remove this item from future agendas. Right now, is when you need to work on the planning phase. We will need to add an agenda item for Tom Bolling to provide an update from Public Works. We will also need an agenda item to set a rough idea of the operations budget to present to the Town, including capital equipment purchases (we already have a water tower and water truck). Dal Shemp asked whether we can offer incentives entry to the park, etc) to help us recruit people to work on the park. Jimmy Lewis stated that this will be part of operations and we will have to vote on this. John Mazlo asked how the OHV park would be staffed for daily operations. Deb Strickland stated that the arena has certified various people to run operations. They are members of the board who are handling this. We would need something similar for the OHV park. Deb asked Mathew Giltner if he has any operating budgets that we could access for neighboring projects. Mathew stated that Elko County is leasing to a private club. He offered to provide the draft of the operations plan as soon as it is available. 9. For Possible Action – Discussion and deliberation regarding Advisory Board updates on their respective areas. Deb Strickland stated that Phase 1 is in progress. This includes the water tower and road Tom Bolling stated that we have a water tower that is not in use, and we can move this to serve the OHV park and the rest of the fairgrounds. Jimmy Martinez stated that fencing is very hard to get, and prices are high due to lack of supply. The estimate for materials (40 acres 6ft T post, main corner posts) will be approximately $150k. The total price including installation is approximately $200k. We will also need a gate system. Tom Bolling explained that supplies are not producing the fencing because they are working on chain link for the solar projects. John Mazlo would like to see the breakdown of all the costs. 10. Presentation – Arnold to provide a social media presentation to the Pahrump OHV Park Advisory Committee members. Jimmy Lewis stated that Arnold was going to present but was called away. Due to meeting law, it may be best that we do not have our own OHV Committee social media presence. Instead, we would pass along official information such as motions, events, decisions to Arnold and then he would be able to announce them on official social media sites. Brad Harris asked for clarification and Jimmy Lewis confirmed that the OHV Committee will not have any separate social media presence, per the advice of Arnold Arnold was unable to attend. For Possible Action – Discussion and deliberation to set a time and place for next meeting. None. 12. General Public Comment (second). Mathew Giltner encouraged the OHV Committee to have a strategic plan by the end of May since the next opportunity for grant funds will be in July. He helped with this process if needed. Bob Adams provided the URL for the Copper Rays solar project go.usa.gov/xekXJ and said that we could ask what they are doing for mitigation of loss of OHV recreation. Dal Shemp stated that we should discuss whether we want to give an incentive for working on the track. 13. Announcements (second). Dal Shemp motioned to set the next meeting for February 3, 2022, at 5pm. Doug Powell second. There was no opposition. 14. ADJOURN The meeting was adjourned. APPROVED this 2022 Chair
