PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 November 13, 2025 5:00 p.m. 1. Pledge of Allegiance and Call to Order. 5:00 p.m. 2. Roll Call. Tim Davidheiser, Jim Hannah, Mike Zaman, Phillip Alexander, Nicole Underwood, Robert Adams, Commissioner Strickland. 3. Approval of the agenda for November 13, 2025. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of September 9, 2025. Jim Hannah moved to approve. second by Nicole Underwood. Yes by all. 6. Announcements (First). Commissioner Strickland reported Bureau of Land Management (BLM) Nick Pay concerned about Facebook comments on burro and mustang gathers and Basin and Higley quarry conversion to shooting range will require stepping walls for safety. Bell Vista shooting range is in the Nye County Lands Bill waiting for passage. She praised the Nevada Congressional delegation for excellent service to Nye County. Robert Adams addressed State Comprehensive Outdoor Recreation Plan (SCORP) questionnaire. 7. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Think of dates for NDOW (Nevada Dept. of Wildlife) guzzler inspection and repair. 8. For Possible Action – Discussion and deliberation to consider the following applicants to fill three positions due to upcoming expirations, and provide appointment recommendations to the BOCC: Robert Adams, Nancy Cutter, Joseph Seaton, Frank Slaghuis, and Michael Zaman. Jim Hannah moved recommendation of Robert Adams, Frank Slaghuis, and Mike Zaman. Second by Mike Zaman. Yes by all. 9. For Possible Action – Discussion and deliberation and possible decision to approve Pahrump Tourism’s Offroad Trail handout. Jim Hannah moved to approve, second by Robert Adams, Yes by all. 10. For Discussion – Report and discussion of Pahrump Public Lands Advisory Committee participation in 2025 Pahrump Fall Festival. Discussion of experiences by members. The Conservation District is better suited to deal with invasive species. 11. For Discussion – Report and discussion of the Nevada Off Road Association (NVORA) 2025 Summit in Elko, NV. Robert Adams discussed the conference, the Elko MX track, and offroad ride. The 2027 Summit will be coming to Pahrump. 12. For Discussion – Report and discussion of Nevada Division of Outdoor Recreation member tour of Pahrump OHV Park, Northside Trailhead location, Wheeler Well, and Wheeler Pass. Met at Tourism Office and rode to Wheeler Well for lunch and took the long way back. We didn’t have time to visit the Northside Trailhead. Discussion of long-term campers on/near County owned property set aside for the trailhead. 13. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Jim Hannah moved to meet January 13, 2026. 14. GENERAL PUBLIC COMMENT (Second) None. 15.
