PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 December 5, 2024 5:30 p.m. 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Brad Harris, Loyce Seastrunk, Skip Hadduck, Charles Ballew. 3. Approval of the agenda for December 5, 2024. Ryan Williams Motioned to approve, Loyce Seastrunk second. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). There was no public comment. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of November 7, 2024. Loyce Seastrunk motioned to approve. Ryan Williams second. There was no opposition. 6. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas. Debra Strickland provided updates regarding the Fairgrounds/Civic Center and updates from the Board of County Commissioners meeting. Brad Harris asked about the target completion date for the Civic Center. One is not available yet as the design is not starting until January 2025. 7. For Possible Action – Discussion and deliberation regarding current roadblocks preventing Pahrump Off Highway Vehicle Park progress. The committee discussed. Further clarification to be provided on further agenda items. 8. For Possible Action – Discussion and deliberation regarding irrigation planning and design. Debra Strickland requested the approval of additional backup, a quote from GCW Engineering for a proposal. Loyce Seastrunk motioned to accept the additional back, Skip Hadduck second. The committee, along with Debra Strickland and Jimmy Martinez discussed. A member of the public asked about the grant funding sources, and whether this GCW Engineering proposal went out to bid. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. A specific figure was not available for the initial grant, without changes in the remaining budget at this time. The committee discussed. 10. For Possible Action – Discussion and deliberation regarding utilizing remaining funding towards finalizing culvert installation. The committee discussed. No action was taken, as the engineering study will determine the next needs. A member of the public requested that specific budget figures are provided at the next meeting. 11. For Possible Action – Discussion and deliberation regarding the soft-opening of a youth track prior to project completion. The committee discussed potential avenues to opening a youth track. A specific budget and plan will be developed. A member of the public, Travis Mullaney, reintroduced himself to the committee and offered assistance from himself and others. Jimmy Lewis motioned to approve the creation of a formal budget and operating plan for a soft opening of a youth track, tentatively scheduled for opening Spring 2025. Ryan Williams second. 12. Announcements. Ryan Williams provided an update regarding new member applications. Stephanie Urga provided updates regarding grants from Recreational Trails Program. More funding can be secured from the Off Highway Vehicle commission if the remaining funding (approximately $30,000) is utilized, potentially towards youth track construction. Charles Ballew brought up the idea of involving the fire chief at some point in the project. 13. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Ryan Williams motioned to set the next meeting for Thursday, January 9, 2025, at 5:30 p.m. in the Veterans Memorial Building. Jimmy Lewis second. There was no opposition. 14. GENERAL PUBLIC COMMENT (Second). A member of the public mentioned that she had posted about our meetings on the Nextdoor app and that there should be better communication regarding the date/time/place of the meetings, potentially on Facebook. 15.
