PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 February 10, 2026 5:00 p.m. 1. Pledge of Allegiance and Call to Order. 5:00 p.m. 2. Roll Call. Tim Davidheiser (excused absent), Jim Hannah, Mike Zaman, Phillip Alexander (excused absent), Frank Slaghuis, Robert Adams, Commissioner Strickland, Toni Powell (Valley Electric), Pahrump Tourism Director Jaynee Reeves. 3. Approval of the agenda for February 10, 2026. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action – Discussion and deliberation of the minutes of the Pahrump Public Lands Advisory Committee meeting of January 13, 2026. Jim Hannah questioned the organization name, Nye County Solar Consortium Recreation. After discussion he moved to approve the minutes as written. Second by Frank Slaghuis. Yes by all. 6. Announcements (First). Commissioner Strickland reported on a meeting with the Bureau of Land Management. BLM has posts and wire in Ely for the Roadrunner Road range fence repairs. BLM has cattleguards available in Ely. An organization called The Wilds held a public meeting on January 29, 2026 regarding wild horse and burro deaths on SR160. Fifty people attended, including all County Commissioners and Fire Chief Lewis. The Basin shooting range has a $500,000.00 budget. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Commissioner Strickland suggested we set a date to repair the Roadrunner Road range fence. Many dates were discussed. Discussion moved to item 8. For Possible Action – Presentation by Allison Pharr of solarunitedneighbors.org regarding revenue sharing by solar project operators on public land with hosting counties followed by discussion and deliberation of recommendation to Board of County Commissioners and staff. Robert Adams asked that we continue the item to the next meeting. In Public Comment Toni Powell (VEA) stated concerns of power being back fed on to the grid. Frank Slaghuis moved to continue item to the next meeting. Second by Mike Zaman. Yes by all. 9. For Possible Action – Discussion and deliberation to make recommendations to reduce/eliminate collisions of motor vehicles with mustangs and burros along north SR-160. Jim Hannah suggested creation of a wild horse/burro reserve. In Public Comment Jaynee Reeves suggested a reserve in Discovery Park. She also recommended painting horse/burro emojis on the SR160 pavement. Commissioner Strickland stated seven cattleguards are needed. Robert Adams suggested reflector signs to lower speed at night. Robert Adams moved that we repair the Roadrunner Road range fence. Set tentative date of March 8, 2026, and set firm date at the next meeting. Second by Frank Slaghuis. Yes by all. 10. For Possible Action – Discussion and deliberation to concisely state Pahrump Public Lands Advisory Committee’s 2025 achievements and activities, continued from January 13, 2026. Robert Adams moved we accept the document as written with addition of Cultural Survey for the Northside Trailhead. Second by Frank Slaghuis. Yes by all. 13. Discussion of media to fill two kiosks on Pole-line Road crossing US-95. Robert Adams will work with Tourism Director Jaynee Reeves and Nevada Division of Outdoor Recreation and bring back a draft. 11. For Possible Action – Discussion and deliberation and possible decision to state PPLAC’s 2026 goals and objectives, continued from January 13, 2026. Add Polinator Gardens, specifically the west end of Thousandaire Road. Jim Hannah moved to approve. Second by Frank Slaghuis. Yes by all. 12. Discussion – Report and discussion of encroachment by squatters around the Northside Trailhead on federal public land and Nye County parcels, continued from January 13, 2026. Discussion of how to identify actual locations to match Assessor Parcel Numbers. Jim Hannah will discuss it with Commissioner Bayne.
