Page 1 NOVEMBER 9, 2023 Pursuant to NRS, a meeting of the Pahrump Tourism Advisory Committee was held at 8:00 AM on November 9, 2023 in the Veterans Memorial Building in Pahrump, Nevada. 1. PLEDGE OF ALLEGIANCE AND CALL TO ORDER The meeting was called to order by Vice Chairman Karen Spalding at 8:00 am in the Veterans Memorial Building. 2. ROLL CALL Attendees: PTAC members - Karen Spalding, Debbie Davis, Catherine Tillett, Tim Burke, DeAnna O’Donnell, Charles Ballew, Vicki Gladsjo and Jack Sanders. Excused absences – James Horton. Also in attendance: Arlette Ledbetter, PTAC Director. Guests: Peggy and Rob of RPS Video and Photography. 3. APPROVAL OF AGENDA FOR SEPTEMBER 21, 2023 Agenda was approved as presented. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (FIRST) None 5. FOR POSSIBLE ACTION- DISCUSSION AND DELIBERATION OF THE MINUTES OF THE PAHRUMP TOURISM ADVISORY COMMITTEE MEETING OF SEPTEMBER 21, 2023. Jack Sanders moved to approve the Minutes of the September 21, 2023 PTAC Meetings as corrected. Catherine Tillett seconded the motion and it was approved unanimously. 6. COMMITTEE COMMENTS (This item limited to announcements or topics/issues proposed for future workshops/agendas) NONE 7. ANNOUNCEMENTS Vice Chair Karen Spalding announced that there are upcoming vacancies on the Pahrump Tourism Advisory Committee and those interested in remaining or joining the committee need to submit an application. A vote will be taken at the January 2024 PTAC meeting to select those candidates for BOCC for approval. ---PAGE BREAK--- PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES page 2 ITEM # SUBJECT NOVEMBER 9, 2023 8. FOR DISCUSSION ONLY – DISTRIBUTION OF THE PAHRUMP TOURISM ADVISORY COMMITTEE’S BY-LAWS Karen explained that the By-Laws should be read and used as a source of information by the newer members of the committee and for the more experienced committee members act as a reminder for the same. She went over the Purpose of this committee. 9. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION REGARDING TOURISM DIRECTOR’S REPORT. PTAC Director, Arlette Ledbetter covered: A) Death Valley Status B) Advertising to find a new PTAC employee as desperately needed C) Brain Trust Public Relations and Media Fall Festival Report as distributed D) Possibility of taking marketing on the road E) Travel Nevada update F) PTAC taking on more responsibility regarding Economic Development G) Room Tax H) Pahrump Tourism numbers comparing Covid time to current I) Website Update Progress 10. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION REGARDING THE POSSIBILITY OF FORMING A “MAIN STREET TEAM” SIMILAR TO THE ONE ESTABLISHED IN TONOPAH, TO BEAUTIFY OUR MAIN STREET. Karen gleaned more information from Kat in Tonopah regarding their Main Street Program. Kat has found it requires a fulltime employee to keep everything current. She says there will be more information forthcoming. 11. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION REGARDING A PLAN FOR TOWN CHRISTMAS LIGHTS PROJECT/HIGHWAY 160 CONTEST Tim Burke has spoken to the PV Chamber of Commerce about this project to include a contest for participating businesses. Discussion continued regarding various ideas, but it was decided that being November 9 it was too late to have one this year, but the committee should work on it atleast six months out for Christmas 2024. 12. FOR POSSIBLE ACTION – DISCUSSION AND DELIBERATION REGARDING THE CREATION OF A MAP OF PAHRUMP AND SPECIAL SITES ---PAGE BREAK--- PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES page 2 ITEM # SUBJECT NOVEMBER 9, 2023 A new updated map with events and activities on it was brought up and it was suggested to look at Googlemap.com. Brain Trust might be able to help with the development of a badly needed map. 13. FOR DISCUSSION ONLY – APPROVAL OF THE PTAC MEMBERS’ ROSTER Debbie Davis passed around a form asking all members to fill out their current email addresses and phone numbers. She reminded members that it is their responsibility to contact Samantha in the County offices with future corrections or updates. All members were present to sign it. 14. For Possible Action – Discussion and deliberation to review and consider the following applications for the Pahrump Tourism Advisory Committee for BOCC appointment recommendation: Deanna O’Donnell. No action taken. 15. DISCUSSION ONLY – A REPORT BY ROBERT ADAMS, PAHRUMP’S OHV TOURISM AMBASSADOR Robert was not present. Arlette to follow up with him. 16. FOR DISCUSSION ONLY - REPORT BY CHARLES BALLEW, PTAC PAHRUMP FAIRGROUNDS COMMITTEE. Charles reported that the Committee was in a holding pattern as there are community center issues. Arlette suggested they start with sports facilities first as they can generate income. An attorney has been hired to help with the committee and they are looking at grants. 17. POSSIBLE ACTION - DISCUSSION AND DELIBERATION TO: 1) CONDUCT A GROUP DISCUSSION REGARDING IDEAS ON HOW TO GAINFULLY CONTRIBUTE AS AN ADVISORY COMMITTEE TO THE BOARD OF COUNTY COMMISSIONERS, AS WELL AS SHORT-TERM AND LONG-TERM GOALS; 2) APPROVE TOURISM- RELATED RECOMMENDATIONS TO THE BOARD OF COUNTY COMMISSIONERS, WITH RESPECT TO PTAC’S ROLE AS AN ADVISORY COMMITTEE TO THE BOCC. The following items were suggested by the PTAC: No new ones this month. 18. ANNOUNCEMENTS (second) Vicki Gladsjo sadly reported that BJ Irwin, Silver Tappers Director, is in hospice. She, also announced future dates for the Silver Tappers’ performances as she reminded those present that the money they make is donated back to the community. Debbie Davis thanked Catherine Tillett for taking notes for the minutes at the Sept. 21st meeting. 21. ADJOURNMENT Next PTAC Meeting is scheduled for January 11, 2024 at 8:00 a.m. in the Veteran’s Memorial Building. Meeting was adjourned at 9:20 a.m.
