PPLAC Minutes July 14, 2020 1 Pursuant to NRS, the Pahrump Public Land Advisory Committee was held at the Bob Ruud Community Center located at 150 N Hwy 160, Pahrump, NV 89060 on July 14, 2020 at 6:00 PM 1. Pledge of Allegiance at 6:10 PM 2. Roll Call. Mike Zaman, Rick Tretter, Jim Hannah, Robert Adams, NC Commissioner Deb Strickland, NC Natural Resources Director Darrell Lacey. 3. Approval of Agenda for July 14, 2020. No objections. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of Draft Minutes of the Pahrump Public Lands Advisory Committee meeting of June 9, 2020. Move to approve by Mike Zaman. 2nd by Mike Zaman. Yes by all. 6. Announcements (First). None 7. For Possible Action - Emergency Items. None. 8. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). ---PAGE BREAK--- PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MINUTES ITEM # SUBJECT July 14, 2020 2 ITEM NO. 8 CONTINUED: Jim Hannah reported need to drag (weeds) at SSTH (Southside Trailhead). Commissioner Strickland will ask Town Staff to do that. She commented we must give notice and track volunteer hours regarding Workman Comp coverage. And asked PPLAC and Nye County work with and USFS for TH/Campground improvements at Wheeler Wells. 9. Report and discussion of permanent OHV routes between Carpenter Canyon Road and South Wheeler Road in vicinity of SR 160 by Nye County Natural Resources Director Darrel Lacey. Director Lacey reported public land behind SMMR (Spring Mountain Motorsports Ranch) was designated tortoise habitat in exchange for disposal sale of public land for expansion of SMMR. Robert Adams commented the BLM map shows the area is an Energy Corridor. Lacey commented we should provide a route(s) for consideration. Adams commented he needs shape file map to do that. Lacey will work with BLM to obtain shapefile map. 10. For Possible Action - Discussion and deliberation for PLAC to expand responsibilities to include Pahrump Fairgrounds. Moved at request of Robert Adams to accommodate Mike Zaman’s time constraint, the maker of this item. All agreed to change wording from Pahrump Fairgrounds to OHV Park and table this item till September regular meeting. Move to approve by Jim Hannah, second by Robert Adams, yes by all. 11. Designate Nye County ROWs (Right of Ways) North Higley Road, North Crest Avenue, & Roadrunner Road as OHV routes connecting Pahrump to Public Land north of Pahrump. 11B. Direct Nye County Staff work with BLM and PPLAC for OHV route designation of mapped trails on Public Land and Nye County property in the backup. 11C. Ask inclusion of Designated OHV Routes on Nye County Assessor and BLM realty maps. Rick Tretter moved to approve 11A, B, & C. Second by Robert Adams. Yes by all. 12. Workshop to complete NDOW (Nevada Department of Wildlife) Volunteer Report and Registration forms. Forms passed out or downloaded by members. 13. For Possible Decision - Discussion and deliberation for PLAC to enter into MOU with NDOW to inspect and do minor maintenance of certain Spring Mountain Guzzlers upon BOCC approval. Jim Hannah commented an MOU is intrusion into Clark County. Robert Adams commented that we’re doing the work and should get credit for doing it. Jim Hannah moved to table till August regular meeting.
