PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES May 13, 2025 Pursuant to NRS, May 13, 2025, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5 p.m. 2. Roll Call. Frank Slaghuis, Mike Zaman, Robert Adams, Jim Hannah, Tim Davidheiser, Phillip Alexander. Nicolle Underwood, Jessica McCutcheon. 3. Approval of the agenda for May 13, 2025. No Changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of March 11, 2025. Jim Hannah moved to approve as written. Second by Frank Slaghuis. Yes, by all. 6. Announcements (First). None. 7. Committee and County Official Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Robert Adams stated we’re awaiting easement information from Gridliance and after June 24, 2025, surgery he will be on crutches for 3 months. 8. For Possible Action – Discussion, deliberation, and possible decision to recommend locations for Pocket Pollinator Parks (please see backup). Jessica McCutcheon made a presentation and answered questions. Jim Hannah moved we recommend County approval and participate in location scoping. Second by Mike Zaman. Yes, by all. 9. For Discussion – Continued Discussion of the design of the Northside Trailhead. For Discussion - Discussion regarding Nevada Department of Wildlife (NDOW) forms for volunteer inspection and repair of NDOW’s Spring Mountain wildlife guzzlers. Please read and possibly complete forms at This discussion was included in item 11. 11. For Possible Action – Discussion, deliberation, and decision to set a time and date to inspect and possibly make minor repairs to Carpenter Canyon NDOW small game guzzlers. Jim Hannah moved we worked independently to arrange impromptu meets and report inspection data to Secretary Adams. Second by Frank Slaghuis. Yes, by all. 12. For Discussion – Report on identifying Right of Way or easement of a portion of Phase 1 of the Battleborn Trail between Higley Road and North Crest Avenue and discussion of how to expedite the progress. Discussion will be moved to next month’s Agenda. 13. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting.
