PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 November 7, 2024 5:30 p.m. 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Brad Harris, Loyce Seastrunk, Charles Ballew 3. Approval of the agenda for November 7, 2024. Ryan Williams Motioned to approve, Loyce Seastrunk second. A member of the public had questions about the agenda, specifically regarding current fairgrounds planning, grants administration, project management, and the budget. The committee provided a brief explanation and asked that specific comments remain relevant to agenda items once opened. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of October 3, 2024. Ryan Williams Motioned to approve, Loyce Seastrunk second. There was no opposition. 6. For Possible Action – Discussion and deliberation to consider the following applicants to fill eight positions, due to three vacancies and five upcoming expirations, and provide appointment recommendations to the BOCC: Charles William Ballew Jr., Brad Harris, Jimmy Lewis, Douglas D. Martin, Travis Mullaney, Loyce Seastrunk, Joseph Toste, Ryan Williams. The committee discussed. Brad Harris motioned to approve the recommendation of reinstatement of Charles William Ballew Jr., Brad Harris, Jimmy Lewis, Douglas D. Martin, Loyce Seastrunk, and Ryan Williams to the committee. Loyce second. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES During public comment, Travis Mullaney introduced himself and expressed concerns regarding the current state of the Pahrump Off Highway Vehicle Park and extended timeline in which the project is taking. 7. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Town Staff was not present. 8. For Possible Action – Discussion and deliberation regarding irrigation planning and design. Jimmy Lewis provided updates regarding irrigation and plans to secure more reasonable design quotes that fall within budget. A member of the public requested copies of the initial plans, which the committee relayed, were available through the town office and prior meeting minute backup. The committee explained the purpose behind funding being specifically allocated to irrigation planning and design. No action was taken. 9. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Town staff was not present. Jimmy Lewis provided a general update and discussed with the public that additional insight from the town would be beneficial. No action was taken. 10. For Possible Action – Discussion and deliberation regarding utilizing remaining funding towards continuing to move material at the Pahrump Off Highway Vehicle Park site. Jimmy Lewis provided a brief update. No action was taken. 11. For Possible Action – Discussion and deliberation regarding the soft-opening of a youth track prior to project completion. Jimmy Lewis and Ryan Williams explained the purpose of the agenda item. The committee discussed. No action was taken. During public comments the topics of sponsorship, site security, and fencing were discussed with the committee. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Feedback was provided by a member of the public that information regarding the project and Pahrump Off Highway Vehicle Park Advisory Committee was difficult to locate. 12. Announcements. Jimmy Lewis and Ryan Williams thanked members of the public for attending and being involved. Loyce Seastrunk provided additional clarification regarding the greater Fairgrounds project and development. 13. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Ryan Williams motioned to set the next meeting for Thursday, December 5, 2024, at 5:30 p.m. in the Veterans Memorial Building. Jimmy Lewis second. There was no opposition. 14. GENERAL PUBLIC COMMENT (Second). A member of the public introduced himself and asked if there was a need for a civil engineer for the project. Jimmy Lewis responded, and the committee discussed. 15. ADJOURNMENT. Meeting adjourned.
