PAHRUMP PARKS & RECREATION ADVISORY COMMITTEE BY-LAWS NAME - The name of this Committee shall be The Pahrump Parks and Recreation Advisory Committee. II. PURPOSE A. To act in an advisory capacity to the Nye County Board of County Commissioners/acting as the Town of Pahrump Board. B. To make recommendations to the Board of Nye County Commissioners/acting as the Town of Pahrump Board with respect to park operations and activities, park development projects, the tracking and monitoring of such developments and providing timely reports summarizing the Committee1 s activities and recommendations. To facilitate adoption of a 5-year plan within the Town of Pahrump. Ill. MEMBERSHIP A. A member of this committee must be a resident of the Town of Pahrump. " B. The Co"'mmittee shall have five members with two alternates to fill in for an absent member to ensure a quorum of three members is in attendance at each meeting. C. Committee membership, including alternate openings, shall be advertised when such vacancies occur. Interested individuals must complete and submit an advisory committee application to the to the Pahrump Administrat_ive Office. Applicants must attend an Advisory Committee meeting to present in person reasons for application approval. Applications require committee members approval by majority vote before submitting the application{s) to the Board of Nye County Commissioners/acting as the Town of Pahrump Board for approval. D. The term of each Advisory Committee membership shall be two years. Renewal of alternate memberships shall be annually. E. Committee membership requires attendance at an annual ''Open Meeting Law' Training Program. F. It is the responsibility of an Advisory Committee member and alternate to attend 01r to notify the .Advisory Committee Chairman or Secretary verbally or in wr·iting when he or she will be unable to attend. G. Frequent absences may be grounds for removal from the committee unless such absences have Advisory Committee membership approval. Unexcused absences by a member for three consecutive meetings or for four out of six consecutive meetings shall be grounds for removal from the committee. Such removal shall be made in writing explaining the cause for such action. Board of Nye County Commissioners/acting as the Town of Pahrump Board shall be notified in writing of the removal for cause. H. Advisory Committee members serve their appointed terms without compensation. I. The Advisory Committee shall not be involved in the administration and daily operations of Pahrump departments The Advisory committee will be involved in the development, - planning and construction of parks and recreation facilities and to provide oversight and recommendations concerning such activities. Such information is required in order to provide the Nye County Board of County Commissioners/acting as the Town of Pahrump Board. The time of meetings shall be set by a majority of Committee members and each regular or special meeting shall be published on the Nye County and the Town of Pahrump websites. C. A quorum of three Committee members is required ·for each meeting to be conducted. Alternate members sha11 take the place of members not present to insure a quorum to conduct any scheduled meeting of the Committee. See note under V above. D. The Board of County Commissioners shall appoint a Commissioner to attend Committee meetings as a liaison to provide support and guidance to the Committee. E. Each seated member of the Committee is entitled to one vote on all matters discussed at meetings. Alternates do not have any voting rights unless filling an absent memb·ers seat. VI. Expenditures/Revenues A. Expenditures, revenues and/or donations incurred or received by the Committee shall be subject to approval by the Board of Co.unty Commissioners. B. No Committee member shall sign any contracts or documents obligating the Town of Pahrump, the Board of Nye County Commissioners/acting as the Town of Pahrump Board an•d/or and Committee members. VII. Amendments of these By-Laws Proposed amend·ments to these By-Laws shall require approval by a majority of the Committee members, subject to approval by the Board of Nye County Commissioners/acting as the Town of Pahrump Board. DRAFT ---PAGE BREAK--- IV. OFFICERS OF THE COMMITTEE A. Committee Officers shall be The Chairman, Vice Chairman and Secretary. Use Genes B. The Chairman and the Vice Chairman shall conduct committee meetings based of Roberts Rules of Orde·r. C. The Committee Chairman is the spokesperson for the Committee and shall report Committee activities, accomplishments and recommendations to the Board of Nye County Commissioners/acting as the Town of Pahrump Board in a timely manner as considered desirable. D. The Vice Chairman shall assume the duties of the Chairman in his or her absence. The Vice Chairman assumes the duties of the Secretary in his/her duty. E. The Secretary shall be res·ponsible for providing meeting agendas, minutes and any submitted reports to Committee members at each meeting; and such shall be made available to the Board of Nye County Commissioners/acting as the Town of Pahrump Board. In addition, the Secretary shall maintain a file of all such documents to maintain a history of Committee activities. The Secretary shall assume duties of Chairman if absence of both Chair and Vice. F. Each officer may be removed from office for cause by a majority of the Committee membership. G. Alternates have the right to vote in the absence of a regular member to create a quorum.
