PVMAC Minutes February 20, 2020 1 Pursuant to NRS, a meeting of the Pahrump Veterans Memorial Advisory Committee was held on February 20, 2020, at 4:00pm, at The Chief Tecopa Cemetery, Multipurpose Building located at 751 S East St Pahrump, NV 89048. Committee members present; Carl Jones, Alice Lübbers, Ken Hoskins, Jannis Saunders, Cles Saunders, and Beverly Baker. Also present was Commissioner John Koenig and Jimmy Martinez, Buildings and Grounds Facility Manager. Members absent; Dina Williamson-Erdag, Stephen Hall, and Greg Cardarelli. All excused. 1. Call to Order and Pledge of Allegiance The meeting was called to order at 4:00pm and the Pledge of Allegiance was recited. 2. Approval of the Agenda for February 20, 2020. Beverly Baker made the motion to approve the agenda as written. Jannis Saunders seconded the motion. All members approved. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None 4. For Possible Action – Discussion and deliberation of minutes of the Pahrump Veterans Advisory Committee 17 October 2019. Beverly Baker made the motion to approve the minutes as written except for one typo in item number five, first sentence word: change the word to “It” and correction of member name spelling; Janice to Jannis. Jannis Saunders seconded. All members approved. 5. Announcements (first) • Commissioner John Koenig was appointed the BOCC liaison for our committee for 2020. • DAV BBQ at Pahrump VA clinic is scheduled for 13 March 2020. The committee members will be funding the cost of the BBQ. • Veterans Extravaganza is scheduled for March 6th at the Rudd Center • Open Meeting Law training date is 28 February 2020, 1:30 – 4:00 at the Pahrump BOCC chambers. • Eight new benches have been ordered for the Pahrump Memorial. For Possible Action – Discussion and Deliberation regarding the election of new PVMAC officers: Chairman. Vice Chairman, and Secretary for year 2020. Chairman Carl Jones. Beverly Baker nominated, Cles Saunders seconded. All members approved Carl as Chairman. Vice Chairman Alice Lübbers. Carl Jones nominated, Beverly Baker seconded. All members approved Alice as Vice Chairman. Committee Secretary Dina Williamson-Erdag. Carl Jones nominated, Alice Lübbers seconded. All members approved Dina as Committee Secretary. 7. For Possible Action – Discussion and Deliberation regarding approval of past actions of out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman, or the Activities Coordinators. Home Depot Pergola project: the event was held 30 January 2020. Pergolas numbers 7 and 8 were built, footings were dug and cemented, and stain applied. Pergolas numbers 1-6 were re-stained. Unfortunately, there was not adequate stain for the second coat. The Building and Grounds crew will complete the staining project once the stain is delivered by Home Depot. 8. Committee Comments (This item is limited to announcements or topics/issues Proposed for future workshops/agendas). The Donated Items Subcommittee members assignments have been updated to Beverly Baker, Greg Cardarelli, and Carl Jones. 9. For Possible Action- Discussion and deliberation on the review and revisions of current PVMAC SOP’s. All members present were provided revised copies of the SOP’s. Dina Williamson- Erdag had requested all members read, review, and make amendments prior to the January 2020 meeting. Members were provided instructions to make any additional corrections and forward the changes to Dina prior to March’s committee meeting. 10. For Possible Action- Discussion and Deliberation on flag holders to be placed at all graves in the Veterans area of the cemetery for certain holidays or celebrations. This will include all in-ground and columbarium grave sites. All members assembled at the columbarium site. Jimmy Martinez stated that PVC pipe will be used as permanent flag holders for the in-ground grave sites and two removable flag holders will be placed on the east and west sides of the columbarium. ---PAGE BREAK--- PVMAC Minutes February 20, 2020 3 11. For Possible Action- Discussion and Deliberation on grave marker reorientation for two veteran graves. All members remained assembled at the columbarium and the in-ground cremains areas. Jimmy Martinez explained the grave markers in the second row of the in- ground cremains were in the correct orientation because a crushed granite walkway will be installed on the south side of the markers. Once completed the grave markers will be easily viewed with the name of the veteran in the upright position. No date was provided for the crushed granite walkway instillation. 12. For Possible Action- Discussion and deliberation regarding on the history of our committee. The Committee members re-assembled into the Multipurpose building. Carl Jones volunteered to research the Memorial and Committee members history. 13. For Possible Action and Deliberation on request from Jose Telles for the PVMAC to Participated along with the VFW, Marine Corps League, and DAV to Participate in Forming a Parade for the Nye County Veterans Day on May 16th 2020. Members needed more information on the event and what the committees’ role would be. Carl Jones will contact Jose and invite him to the 19 March 2020 PVMAC meeting to present parade event details. 14. For Possible Action – Discussion and Deliberation of items suggested by the Donated Items Subcommittee to be displayed at the PVM, as donated by Debbie Hess. Items were displayed on a table and members were provided an opportunity to review the World War II memorabilia. Carl Jones stated he would like to display the items however, the items will need to be placed in a glass case with locks. Carl Jones will take possession of the items until the case can be purchased. 15. For Possible Action-Discussion and Deliberation of Ordering New PVMAC Shirts for Members of the Committee. The Cost of The Shirts is to Be Paid For by Each Individual Members Who Chooses to Order A Shirt. Cles Saunders, Jannis Saunders, and Beverly Baker volunteered to research shirt costs and types. 16. For Possible Action- Discussion and Deliberation a possible ceremony to thank all who have donated to the cemetery by purchasing a bench and more. Possibly the establishment of a list of contributors who can be honored. Possibly showcase the Multipurpose building and all of the recent improvements to the PVM. ---PAGE BREAK--- PVMAC Minutes February 20, 2020 4 (ITEM NO. 6 CONTINUED) Discussion on providing a ceremony in conjunction with the Annual Thank You BBQ for the Buildings and Grounds crew. It was decided to hold separate events. Carl Jones will provide additional information at a future meeting. 17. For Possible Action-Discussion and Deliberation on Preparing Awards to be given out for our latest projects. Certificates of Appreciation will be given to members of the Building and Grounds crew. Jimmy Martinez will provide the crew members names for Carl Jones. Also, Carl will contact Home Depot managers for a list of their employees who have helped the PAV committee for Certificates of Appreciation. 18. General Public Comment (second). None 19. Announcements (second). • Jimmy Martinez announced that the other Pahrump Advisory Committees meeting locations will be moved from the Ruud Center to the Multipurpose Building. He explained the reason for the relocation was to stop the schedule conflicts the have been occurring at the Ruud center. • Carl Jones will be absent for the March Committee Meeting. • Pahrump Annual Balloon Festival is scheduled for 21-23 February 2020 at Petrack Park. • The next committee meeting is 19 March 2020, 4:00 at the Multipurpose Building, Chief Tecopa Cemetery. 20.
