PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 July 10, 2025 5:30 p.m. 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Joe Toste, Jimmy Lewis, Brad Harris, Doug Martin, Mitchel Peterson. 3. Approval of the agenda for July 10, 2025. Brad Harris motioned to approve the agenda, Mitchel Peterson seconded. 4. For Possible Action – Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of June 5, 2025. Brad Harris motioned to approve the meeting minutes, Mitchel Peterson second. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Laurie McLaughlin mentioned a water truck for sale on Highway 160. 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). No comment. 7. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Stephanie Urga stated Phase 1 has $244 remaining. Phase 2 has paid GCW $22,000.00 so far. 8. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Discussion about operation of tracks and maintenance performed by town personnel versus volunteers/committee. Jimmy Martinez advised that expertise from committee members would likely always be necessary, and he used arena as an example of town/committee partnership in similar circumstances. 9. For Possible Action – Discussion and deliberation regarding how to accept donations to the project. NOTE: The committee does not have the authority to accept donations, only the commission can. For Possible Action – Discussion and deliberation regarding the scheduling of the next youth track ride day. Pause until at least next month’s meeting. Discussed the possibility of doing a night riding session under lights. 11. For Possible Action – Discussion and deliberation regarding future grant funding for electrical, irrigation, and track design. Jimmy Lewis said not much to be done until the engineering study is further along. This item will be included again on the next meeting agenda. 12. For Possible Action – Discussion and deliberation regarding park signage. Jimmy Lewis suggested signs being made for “Built with OHV funds”. Jimmy Martinez noted portable signs are being stored in the shipping container to be put out during ride days. Jimmy Lewis mentioned offers have been received for design services to create logos/signs. Jimmy Lewis motioned to create vinyl Pahrump Off-Highway Vehicle Park signs and “Built with OHV funds.” Brad Harris seconded. 13. For Possible Action – Discussion and deliberation regarding track design bidding with different track builders to use latest Off Highway Vehicle Park grant funding. Jimmy Lewis noted only Factory Tracks Inc. responded with a proposal to build two separate tracks: adult veteran rider, and all-terrain vehicle (ATV) / utility terrain vehicle (UTV). Stephanie Urga said a minimum of three proposals are required. 14. For Possible Action – Discussion and deliberation regarding the future status of the shipping container location, signage, and use. Shipping container is on site. Lock has the same combination as the gate. 15. Announcements. No announcements. 16. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Jimmy Lewis motioned to set the next meeting for August 7, 2025, at 5:30 p.m., in the Veteran’s Memorial Building. Mitchel Peterson seconded. 17. GENERAL PUBLIC COMMENT (Second). Laurie McLaughlin mentioned local TV network was interested in covering the track. Jimmy Lewis offered to meet with the network reporters to answer their questions. Joe Steidl suggested that local companies might be interested in providing coupons for foot protection for young riders. 18. ADJOURNMENT. Meeting adjourned.
