PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump NV 89048 November 13, 2025 7:00 p.m. / 19:00 1. Pledge of Allegiance and Call to Order. Robert called meeting to order at 7:00 p.m./1900 2. Roll Call. Robert Tibbits, Darius Mann, Kamal Mann, Annie Lahaye, Scot Tibbits, Tawny Wald, Shane Chapman 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (First). None 4. Approval of the Agenda for November 13, 2025. Scot motions to accept, Tawny seconds. No general public comment, Pass 7-0 5. For Possible Action – Discussion and deliberation of Minutes of the Pahrump Arena Advisory Committee meeting on October 9, 2025. Scot motions, Kamal seconds, No public comment, Pass 7-0 6. Announcements (First). Nothing. 7. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). None present. 8. For Possible Action – Discussion and deliberation of designs for arena at the fairgrounds. Kamal motions to form a sub-committee to form designs etc. for the arena at the fairgrounds, Scot seconds, No public comment, passes 7-0, Darius Mann, Kamal Mann, Tawny Wald, Michelle Chappell, Shane Chapman, Annie Lahaye will meet on Wednesday November 26th. Will set following dates at this meeting 9. For Possible Action – Discussion and deliberation of arena reservations and follow up on existing reservations. Scot makes a motion to accept November 22nd and November 30th for Frugal Horsman (Barrel Races) Tawny seconds. No public comment, Pass 7-0. Scot motions to accept the Nevada Western Heritage Foundation horse shows for 2026, Dates are Marc 7th, April 4th, May 9th, October 31st. Annie seconds, No public comment, Pass 7-0. Darius motions to earmark the dates for the for the Amp Monster truck show for May 2nd 2026. This is pending a conversation with the producer and a thorough understanding by the producer of our rules and expectations. Scot 2nd. No public comment. Pass 7-0. Michelle had approved a reservation for November 15th for the Pahrump Valley Rough Riders prior to the 11/13/2025 meeting. 10. For Discussion only – Current light restrictions and park closure at Petrack Park, and its possible effect on the arena and park users. There is no effects on the arena per the town staff. 11. For Possible Action – Discussion and deliberation regarding arena upgrades, repairs, and equipment purchases None. 12. For Possible Action – Discussion and deliberation to consider the following applicants to fill four positions due to upcoming expirations and provide appointment recommendations to the Board of County Commissioners: Darius Mann, Scot Tibbits, and Tawny Wald. Scot motions to accept the three appointments but did state his conflict of interest, Annie seconds. No public comment. Passes 7-0 with Scot, Darius and Tawny stating their conflict of interest. 13.
