PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES December 14, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on December 14, 2021, at 4:00pm at the Board of County Commissioner’s Chambers. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 4:00pm. 2. Roll Call Members. Kathy Ujifusa excused absent. Present, Robert Adams, Jim Hannah, Mike Zaman, Rick Tretter. NC Commissioner Deb Strickland. NC Communication Director Arnold Bill Stremmel, Peggy & Frank Slaghuis. 3. Approval of the agenda for December 14, 2021. Commissioner Strickland asked we move item #9 (social media) up. No objections. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Bill Stremmel asked PPLAC consider the proposed Pahrump By-pass routing. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of November 30, 2021. Move to approve by Rick Tretter. 2nd by Jim Hannah. Yes, by all. 6. Announcements (first) None. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 8. Presentation – Report by BLM (Bureau of Land Management) on the status of proposed actions and projects located on lands managed by the BLM’s Pahrump and Las Vegas Field Offices. For Possible Action – Discussion, deliberation, and possible decision to design a Pahrump Public Lands Advisory Committee social media page by Kathy Ujifusa. NC Communications Director stated PPLAC is a Town of Pahrump body and social media must go thru his office. Robert Adams moved Kathy Ujifusa work with Director to publish thru his office. 2nd by Jim Hannah. Yes, by all. 10. For Possible Action – Discussion, deliberation, and possible decision to provide remote attendance option for Pahrump Public Lands Advisory Committee meetings. Bill Stremmel shared his hybrid remote attendance experience with Pahrump Nuclear Waste and Environment Advisory Committee. Rick Tretter moved we table to next meeting. 2nd by Jim Hannah. Yes, by all. 11. For Possible Action – Discussion and deliberation to accept the applications to the Pahrump Public Lands Advisory Committee, due to five vacancy(s). The applicant(s) are; Robert Adams, Frank Slaghuis, Rick Tretter, and Michael Zaman. Jim Hannah moved we accept application of Robert Adams, 2nd by Mike Zaman, yes by all. Jim Hannah moved we accept application of Frank Slaqhuis. 2nd by Robert Adams accepting application as Alternate seat. Jim Hannah agreed. Yes, by all. Jim Hannah moved with accept Rick Tretter’s application. 2nd by Mike Zaman. Yes, by all. Robert Adams moved approval of Mike Zaman’s application. 2nd by Rick Tretter. Yes, by all. 12. Presentation – Discussion of achievement of 2021 Public Lands Advisory Committee goals/objectives. Pahrump – Beatty portion of Pahrump – Tonopah Offroad Trail mapping and planning. RTP grant application submitted for marking Phase 1 (SR 160 & SR 372 – SR 160 & Roadrunner Rd.) SSTH (Southside Trailhead) maintenance and RTP grant application submitted to fund improvements. Finding suitable available location for a shooting range. Inspection of 11 NDOW Spring Mountain game guzzlers. Improving working relationships with BLM, NDOW, & USFS. 13. Presentation – Discussion of 2022 Public Lands Advisory Committee goals/objectives. Continue Pahrump – Beatty portion of Pahrump – Tonopah Offroad Trail. Designate Phase 1 as a ROW and mark with RTP grant funds awarded. Continue SSTH planning and maintenance. Continue shooting range development on Simkins & Higley County property and work with BLM to develop a world class shooting range on public land off Bell Vista Road. Continue NDOW partnership inspecting Spring Mountain Westside game guzzlers and USFS Wheeler Well repair. From Kathy at USFS: It is still in the project proposal phase for long term projects. With that said the implementation probably will not be completed until 2023 or 2024 since we will have to consider a full NEPA analysis, water ownership rights, and state Archeological consultation with the state. We are working with NDOW for the bet plan for the area and will keep you posted when public scoping and commenting occurs and if/when the project is approved. In the interim, this year we have working with NDOW to maintain the well by supplementing water during the dry month (which we continue to plan on doing 2022 as well). Establish THs for access to Spring Mountains. Responding to development, working with Spring Mountain Raceway to continue trails cut by the Raceway’s expansion. Old Spanish Trail markings and events. Improving working relationships with BLM, NDOW, & USFS. 14. For Possible Action – Discussion, deliberation, and possible decision to set time and place for next meeting. Jim Hannah moved we meet January 11, 2022, at 6pm. 2nd by Rick Tretter. Yes, by all. 15. General Public Comment (second). Bill Stremmel asked how many acres of solar panels are planned? Commissioner Strickland commented the new Trout Canyon sub-station is being built to accommodate 9K acres of solar panels. 16. Announcements (second). None. 17. ADJOURN The meeting was adjourned at 5:30pm. APPROVED this 2021. Chair
