PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES October 21, 2021 Pursuant to NRS, a meeting of the Pahrump Veterans Memorial Advisory Committee was held on October 21, 2021, at 4:00pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 4:05pm by Vice Chairman Alice Lubbers. 2. Roll Call Those present were Chairman Carl Jones, Vice Chair Alice Lubbers, Secretary Dina Williamson Erdag, Beverly Baker, Jannis Saunders, Stephen Hall, Bruce Cox, Eddie Williams, and Liaison Frank Carbone. Excused absence was Greg Cardarelli. 3. Approval of the agenda for October 21, 2021. Alice Lubbers made the motion that agenda item #12 be moved to follow agenda item Stephen Hall seconded the motion. Motion passed 6-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Veterans Memorial Advisory Committee, meeting of September 16, 2021. Stephen Hall made the motion that the September 16, 2021, minutes be accepted as presented. Beverly Baker seconded the motion. Motion passed 6-0. 6. Announcements (first) It was announced that there the PVM would host two events on Veterans Day: 1) Marine Core League at 10:00am, and 2) DAV at 4:30pm. 7. For Possible Action – Discussion and deliberation regarding approval of past actions on out-of-cycle events at the Pahrump Veterans Memorial by the Chairman, Vice Chairman or Activities Coordinators. None. 8. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Dina Williamson Erdag said she had recently toured the PVM Cemetery area and found that the gravesites had displays of fake flowers and plants, statuary, wind ornaments, and various ---PAGE BREAK--- PAHRUMP VETERANS MEMORIAL ADVISORY COMMITTEE DRAFT MINUTES October 21, 2021 other items that appeared to have been there for some time. She commented that she thought that there were SOP’s that define types and duration of gravesite displays. She asked that an agenda item be added to the next meeting’s agenda to discuss this issue. Frank Carbone announced that a soil sample was needed to be completed before work can begin on the multi-Purpose building repairs. PVMAC members stated that it was not acceptable that our meeting needed to be conducted outside on the steps of the Ruud Center because arrangements had not been made by the Town staff to have the Ruud Center building unlocked and prepared for our publicized meeting. It was felt that Town staff, Building and Grounds staff, and committee Liaisons need to address this issue and make sure this wasn’t an issue in the future. It was also suggested that the agenda have a second Committee (Management) Comment be added after the second General Public Comment agenda item. This would allow for committee members, after working through the presented agenda, to request additional future agenda items. The Secretary said she would prepare the next meeting agenda with this in mind. 9. For Possible Action – Discussion and deliberation of certificates of appreciation and plaques to be presented from the Pahrump Veterans Memorial Advisory Committee. Stephen Hall suggested that a certificate of appreciation be presented to Joe’s Sanitation along with a Coaster and Pin to thank them for their support of events at the PVM. Beverly Baker made the motion, Stephen Hall seconded. Motion passed 6-0. 10. For Possible Action – Discussion and deliberation regarding preparing a flyer and/or other marketing material to advertise the Columbarium and In-Ground burials at the Pahrump Veterans Memorial. Stephen Hall presented a sample flyer to be used as marketing material. Frank Carbone asked where, what areas, the flyer would be distributed. Dina Williamson Erdag asked how the flyer would be distributed. Frank Carbone said he would take the flyer to the Town Staff and ask them for input. Carl Jones suggested that this agenda item be moved to the next meeting agenda. No motion was made, no vote was taken. 11. For Possible Action – Discussion and deliberation regarding if Pahrump Veterans Memorial Advisory Committee meetings will be held during the months of November and December 2021. Carl Jones asked if there were any matters that needed to be addressed at either a November or December meeting. It was discussed that flags would need to be installed on the veteran’s gravesites for Veteran’s Day, and that last year Wreaths were installed on the veteran’s gravesites for the Christmas season. Beverly Baker suggested that we already had sub- committee’s set-up that were charged with these tasks and these sub-committees would not need special instructions from the PVMAC. Beverly Baker made the motion that the PVMAC would not have meetings in November or December 2021. The motion was seconded by Jannis Saunders. For Possible Action – Discussion and deliberation regarding the length of time and specific occasions that the American Flags remain on display at Chief Tecopa Cemetery. Alice Lubbers commented that she had received concerns from area veterans because flags were installed on veteran gravesites in the PVM Cemetery on Veteran’s Day but removed the next day. The feeling was that the flags should be left for a longer period. Carl Jones commented that at the Boulder Veterans Cemetery the Cemetery staff did not install flags at gravesites, however they did allow family members to do it beginning on the 10th of November, but the flags must be removed on the 12th of November. Carl Jones made the motion that our PVMAC volunteers would install flags on all veterans’ gravesites on the 10th of November and would remove them on the 13th of November. Beverly Baker seconded the motion. Motion passed 6-0. 13. For Possible Action – Discussion and follow-up about the participation of members of the Pahrump Veterans Memorial Advisory Committee at the Fall Festival in the Advisory Committee booths. Carl Jones reported that there were three members of the PVMAC that worked the Advisory Committee Booth at the Fall Festival. He said that the space within the booth was well shared by all the Advisory Committees who attended, however he felt that the FF Planning Committee needed to provide better scheduling and information sharing. Their lack of forethought on providing an Advisory Committee Booth caused confusion, extra work, and lack of proper preparation on the part of the Advisory Committees. 14. GENERAL PUBLIC COMMENT (second). None. 15. ANNOUNCEMENTS (second). The next meeting of the PVMAC will be on January 20, 2022. 16. ADJOURNMENT The meeting was adjourned at 4:46pm. APPROVED this 2021.
