The proposed location of the Jail/Sheriff Office facility has contamination concerns – how will that be addressed? J A I L S I T E P R O P E R T Y R E S E A R C H When the County researched the Pontresina (Dog) Park location for the proposed Jail facility, it was brought to our attention that the property may have contamination issues associated with it. Extensive research and remediation efforts have been conducted on the Pontresina (Dog) Park and former 911properties. These properties have been identified by EGLE (formerly known as the DEQ) as contaminated sites. The County reached out to PM Environmental (Lansing, MI) and Sagasser and Associates (Gaylord, MI), the firms who performed the environmental investigation and cleanup, to learn more about the sites. Sagasser and Associates performed the environmental investigation on the Dog Park property. PM Environmental performed the cleanup on the former 911 building property. Former 911 Property – Proposed new site for the Pontresina (Dog) Park relocation The County spoke with the Project Manager at PM Environmental who oversaw the 12- year cleanup effort on the property. He explained that the property was the former site of a DNR repair facility, which was responsible for the contamination. Site cleanup efforts were completed in September 2016. Part of the cleanup efforts included placing State of Michigan mandated deed restrictions on the property. Further research showed that the only deed restriction affecting new construction on the property would be the handling of any potentially contaminated soils that were encountered. The best course of action would be to design the grades such that no material would have to be removed from the site, reducing costly non-hazardous contaminated waste removal, transport, and disposal fees. The contamination is fairly deep, and it is anticipated that none should be encountered within 4-10’ from the grounds surface, making it a feasible location to develop the Dog Park. ---PAGE BREAK--- 2 Pontresina (Dog) Park Property – Proposed new site for the Jail Facility The County met with Sagasser and Associates and EGLE to discuss the Pontresina (Dog) Park location. This property was also the former location of a DNR repair facility. Sagasser has already performed Phase I and Phase II environmental assessments including Ground Penetrating Radar (GPR) and Electromagnetic (EM) surveys, as well as soil and groundwater samples. As a result of the surveys and sampling, areas with contamination or potential contamination were identified. These areas were then cleaned-up sufficiently to allow for the development of the property into the current Dog Park. However, if we were to further develop the property for the Jail facility, another site assessment would have to be performed after plans were finalized. EGLE representatives indicated that if any more contamination was found, EGLE has grant funds set aside to pay for the cleanup. These considerations have been factored into the Jail Facility Plan.
