Otsego County, Michigan 1 REPUBLISHED Request for Quote For Otsego Lake County Park Beach Upgrades Otsego County, Michigan BID 2025-06D SECTION I. INTRODUCTION Otsego County is seeking bids for upgrades to the Otsego Lake County Park Beach areas. Bids are due by July 7, 2025 at 12:00p.m. There will be a public bid opening on Monday, July 7, 2025 at 12:15p.m. at 225 West Main Street in room 100. All bids must be sealed and have bid number “2025-06” marked on the envelope’s exterior and addressed to the attention of Jacob Brown, Director of the Otsego County Parks and Recreation Department, 225 West Main Street, Ste. 203, Gaylord, MI 49735. Bids must be submitted in writing, either by mail or dropped off in person at 225 West Main Street Gaylord, MI 49735 in the Administrative Office. Bids are to be based on the following minimum standards and specifications: • All necessary permits have been obtained by Otsego County Parks and Recreation. The contractor must follow all instructions in the attached permits listed below: o Shore Land Permit- Attachment C o Shore Erosion Permit- Attachment D o EGLE Dredging Permit- Attachment E • Remove the existing grass, top soil, sand and riprap etc. along the existing beach as in the drawings to achieve a 12” minimum new sand top layer and 6% maximum gradient to shoreline. Please refer to the attached plans labeled Attachment for the required parameters of this project. • Add sand throughout where the existing grass and riprap shoreline protection is located. • Extend the beach by approximately 75 feet to the north. • All surrounding property that may be affected by the construction must be returned to its original state (for example if the grass is tore up from equipment, it must be leveled back out and grass be planted); if pavement is damaged by construction work, it must be replaced at no charge to the County. • The project shall begin after Labor Day (Monday, September 1st, 2025) and end by December 1, 2025. ---PAGE BREAK--- Otsego County, Michigan 2 • All soil and riprap shall be placed on the park property, in the area designated on the plans labeled “Attachment The riprap shall be separated from the other soil. The contractor with the approval of the Director of Parks & Recreation can determine the best route to go from the upland staging/stockpile area. Split rail fencing may be removed and reset for access to the upland staging/stockpile area. For your convenience, a “best route” is suggested in Attachment B drawings. Otsego Lake County Park is located at 1657 County Park Rd in Gaylord, Michigan. Bids will be received until 12:00pm on Monday, July 7, 2025. Bids will be publicly opened and read at 12:15 p.m. on Monday, July 7, 2025 in Room 100 at 225 W. Main Street, Gaylord, MI. Any answers to questions will be posted on the County website link (above) no later than Monday, June 30, 2025 at 4:30p.m. and entitled “Q&A Document.” The County reserves the right to accept, reject or negotiate any or all bids, to waive or not waive informalities or irregularities in bids or bidding procedures, to rebid the project/purchase, and to accept any bid determined by the County to be in the best interest of the County, regardless of price. The reason for rejection may include past performance issues, and compatibility with existing equipment or software. Vendors located in Otsego County are hereby granted a 5% cost variance for low bid determination. ---PAGE BREAK--- Otsego County, Michigan 3 SECTION II. INSTRUCTIONS, INFORMATION AND REQUIREMENTS 1. Purpose: The purpose of this Request for Quote (RFQ) is to receive bids for Beach Upgrades listed above and to be conducted at the Otsego Lake County Park located at 1657 County Park Rd in Gaylord, Michigan This RFQ does not constitute a contract for services performed or to be performed. After selection of the successful bidder (referred to as the contractor), Otsego County will award the bidder and request a Contract for Services. All proposals submitted become the property of Otsego County and will not be returned. The County is not responsible for any costs incurred by the respondent in proposal preparation, presentations, site visits, or benchmarks performed. 2. Submittal of Proposals/Bids/Quotes: Submittal of proposals/bids/Quotes shall be on the form attached hereto in Section IV (including supporting documentation on Attachment A if applicable) no later than 12:00pm on Monday July 7, 2025. Proposals shall be sealed and clearly marked as BID 2025-06 on the outside of submittal envelope, and sent to the following: Attn: Jacob Brown 225 W. Main Street, Suite 203 Gaylord, Michigan 49735 Bids will be publicly opened and read at 12:15 p.m. on Monday July 7, 2025 in Room 100 at 225 W. Main Street, Gaylord, MI. 3. Official Signature: An authorized official/person acknowledging full understanding of the information contained in this RFQ must complete and sign the Bid/Proposal Form’s Section IV. 4. Inquiries: Questions regarding this RFQ and the required site visit should be directed to Jacob Brown, Director of Parks and Recreation by calling [PHONE REDACTED] or emailing [EMAIL REDACTED]. A site visit (walk through) is required. See Section III 5. Insurance Requirements: Contractor shall furnish a Certificate of Insurance from an insurance company licensed to do business in the State of Michigan and acceptable to the County following the Otsego County Purchasing Policy for the following: •Abide by the Otsego County Purchasing Policy’s Lien Waiver (section 2.17) and Insurance (section 2.18) requirements found specifically in the Otsego County Administration Policy Manual found here: ---PAGE BREAK--- Otsego County, Michigan 4 Any other Insurance that may be needed by the Contractor in order to fulfill contractual obligations. Copies of subcontractor worker’s disability compensation insurance will be required prior to commencement of work. 6. Licenses: The winning bidder hold any licenses necessary to work in the State of Michigan. 7. References: Bidder shall provide the names of three commercial accounts for similar work performed if available. References are also required for any subcontractors utilized. Any subcontractors must be listed on Attachment A and Attachment must accompany the Section IV submittal. 8. Evaluation and Award: Bids/proposals shall be evaluated and awarded by the County as soon as practicable. Award of the bid will be based on quality, service, completion date, experience and price. Information on each of these categories shall be included in bid responses. 9. Compliance with the Law: Contractor shall comply with all applicable federal, State and local laws and ordinances, rules and regulations, as well as any applicable County policies. 10. Timeline: Access to the site for the required walk through and to accurately create project design can be arranged prior to June 30, 2025 by coordinating with the Parks and Recreation Director, Jacob Brown by calling [PHONE REDACTED]. After an award notification, proper insurance documentation and contract must be submitted to Otsego County for subsequent signature by the Otsego County Administrator. After contract signatures are completed, permitting may begin, and construction scheduled to start after September 1, 2025 and shall completed no later than December 1, 2025. Note: award notification will be made no later than 4:30p.m., August 1, 2025. Final project completion shall occur no later than December 1, 2025. 11. Bond Requirements: Bid bonds are required for construction or repair projects in the amount of $100,000 or more. Bid bonds and performance bonds are required for construction or repair projects in the amount of $250,000 or more. Bid bonds shall be in the amount of 10% of the total contract price. Performance bonds will be in the amount of 100% of the total contract price. Bond requirements cannot be waived. ---PAGE BREAK--- Otsego County, Michigan 5 SECTION III. SCOPE OF SERVICE Furnish and provide all materials, supplies, tools, equipment, labor, supervision, and expertise to properly and professionally perform all required services described in this RFQ. CONTRACTOR RESPONSIBILITIES Timeframe: all work must be completed between September 1, 2025 and December 1, 2025. Materials Submittal Contractor must submit a sample of the proposed beach sand to Wade Trim Engineering for sieve analysis before bringing sand on site. Upon approval of the sand having met the specifications in the plans, the sand may be placed on site. Contractor shall send the completed sieve analysis to Jacob Brown: [EMAIL REDACTED] Project Construction The contractor shall be responsible for the following: 1. Provision of all necessary equipment and labor to install new materials and related components (specifications per “Attachment B” plans), and 2. to dispose of excavated materials on site as shown on the plans labeled “Attachment A site walk-through is mandatory and can be arranged by contacting Jacob Brown at [PHONE REDACTED].
