Center Ave, Gaylord, Ml, 49735 (Project Code: 2023-08) Date: July 18, 2023 The Otsego County Parks and Recreation Department is soliciting bids for interior and exterior construction at our Community Center. Bids must be submitted by 12:00 PM, August 10, 2023 in writing to the attention of Jacob Brown, Otesgo County Parks Director, 225 W. Main Street, Ste. 203, Gaylord, Michigan 49735 with the project code clearly marked on the envelope. Bids will be publicly opened on August 10, 2023, 12:05 PM at 225 W. Main, Gaylord, MI, 49735, room 100. Bids will be re-viewed and a contractor will be selected after the review. Seal off the upper attic of the east addition of the Community Center above the bottom of the trusses and add 12” of blown-in insulation and soffit vent baffles. 2. Perform a thermal investigation using thermal imaging during freezing weather in all attic spaces of the east addition to determine the locations and causes of any undue heat loss. Provide a report of findings that de- scribes the results of the investigation and provides recommendations on how to correct any problems found. 3. On the EPDM roof on the dome of the Community Center: a. Repair the four corners of the building roof with new 2x6’s and OSB sheeting b. Properly flash the four corners of the building c. Install EPDM cover tape over the entire ridge line, appx. 120 feet d. Repair multiple voids and holes throughout the entire roof e. Install EPDM cover tape along the east side of the building, appx. 120 feet f. Repair or re-attach the roof fascia, including any necessary wood or met- al fascia that is either damaged or loose. 5. Repair or replace any damaged soffit under the overhangs of the domed roof of the building. 6. Cut off all of the rafter tails on the north and south sides of the building roof. They currently protrude appx 8” beyond the roof edges. Cut appx. 10” off them so they are recessed appx 2” beneath the roof edges. Fab- ricate and attach aluminum caps on the ends of each rafter tail and paint to match existing. 7. Replace the exterior stair railing in the northeast corner of the building in kind. 8. Weatherproof around the attic exhaust fan on the west side of the building. 9. Repair and patch the foam and stucco aesthetic treatment that sur- rounds the building foundation. 10. In any areas where the mortar between the stones making up the exterior walls of the building has fallen out, repoint the mortar between the stones in the exterior building walls. 11. Repair or seal any cracks in the concrete cap on top of the west gable wall of the building. Vendors will be welcomed to a bidder's meeting with scope walk-through at the Community Center on Wednesday, July 26, 2023 at 10:00am. Questions prior to the meeting or derived from the scope walk-through must be submitted by email to [EMAIL REDACTED] no later than Friday, July 28, 2023, at 12:00p.m. Verbal comments at the scope walk-through are not part of this solici- tation, and will not be deemed formal or final answers to any questions posed. Formal and final answers to any vendor questions- either by email or posed at the scope walk- will be addressed only with answers posted on the Otsego County website no later than 4:30 pm on July 28, 2023. • At the end of each working day, equipment tools or materials shall not be stored at any walkway or customer entrance areas to the facility. • The vendor or its sub-contractors will locate equipment at storage areas, parking area or at designated location. Such material upgrades should have their increased material costs (and any specific additional labor related to the use of upgraded materials) separately detailed in the quote provided. CONTRACT TYPE This solicitation must result in a firm, fixed price contract. PRODUCT QUALITY Otsego County is committed to the principal of zero defects and will insist on that same commitment on the part of the vendor. The vendor shall make ade- quate provisions to ensure that the parts, materials and workmanship meets or exceeds the specifications of this request for quotation. The vendor shall estab- lish and maintain quality control procedures throughout the entire project. WARRANTY The vendor must provide details of its warranty policies and procedures. The vendor shall replace any materials within the warranty period that fail due to de-fect in material resulting from normal use. Deficient materials shall be replaced at no additional cost to Otsego County. The vendor must provide warranty for workmanship and materials for at least one year from date of project comple-tion and acceptance. QUOTATION SELECTION CRITERIA Award will be to the low quote meeting specifications. All quotes must include total cost of the entire project, including installation, applicable fees and permit costs. The agency reserves the right not to consider quotes received after the stated deadline. Otsego County reserves the right to reject all quotes for sound, documentable business reasons. Otsego County reserves the right to waive any minor informalities or irregularities. Quotations must be valid for a minimum of 60 days after the due date for quotes. WRITTEN PROTEST PROCEDURES: Contractors wishing to protest bidding solicitation decisions or processes must submit the protest in writing to the Otsego County Administrator, Matt Barressi at the Otsego County Building, 225 W. Main St, Gaylord, Ml 49735. Protests about solicitation specifications or processes must be received 10 business days before the solicitation due date. Protests received after the due date, but before award must be received before 5 business days after the due date. Post award protests must be received Otsego County no later than 5 business days after the award decision. VENDOR DELIVERY & PAYMENT CRITERIA Payment will be made by Otsego County within 45 days of delivery of approved final building inspection/permit (if applicable), satisfactory completion of all in- stallations, and Otsego County's receipt of builder's invoice.
