All work included herein shall be in accordance with the general requirements of the original bidding documents, except as specifically noted herein. This addendum is being sent to all known plan holders, suppliers, plan rooms, and governmental agencies having Bidding Documents. INSTRUCTIONS TO BIDDERS / BID PACKAGE CLARIFICATIONS: Item #1 Bid Bond Requirements Bid Bonds in the amount of 10% of the total bid are required on bids submitted of $100,000 or more. Item #2 Performance Bond Requirements Performance Bonds are required for bids that are $250,000 or more. Performance Bonds are to be in the amount of 100% of the total contract. The cost of the Performance Bond for bids of $250,000 or more are to be included in the bid amount. Item #3 Insurance Requirements Limits of liability for General Liability and Vehicle Liability shall be a minimum of $1,000,000 per occurrence and aggregate for bids up to $750,000. Bids that are more than $750,000 the General Liability and Vehicle Liability shall be increased to $2,000,000 per occurrence and aggregate. ---PAGE BREAK--- 2 of 2 Item #4 Bid Form The Bid Form is revised to include a box for Bid Bond as part of the Bid Submittal Checklist. Asphalt roof shingles - Original specification identified shingles to be heavy weight. Clarification: Standard weight shingles are acceptable. Item 2. Architectural Canopies - Mapes industries incorporated are the specified manufacturer. Clarification: Midwest Sign Company DBA Avant Architectural Elements Canopy System is accepted as an approved equal. Objective The objective of this project is to install IP door access systems in the new Judicial building to provide controlled access from common areas, public spaces, and the building exterior. The system should also provide controlled access between departments in the staff-only areas. The County has an existing WinDSX door access system and this system must seamlessly integrate with the existing access system. 2. Cabling All non-Ethernet cabling for the door controller actuators will be provided by the door access contractor and utilize support systems separate from the network data cabling project. Any required IP Ethernet cabling requirements shall be documented and conveyed to the low voltage contractor for installation. Please review the data cabling specification for the IT data closet and data drop locations. This plan can be adjusted to accommodate the door access vendor’s design but will require coordination during construction. 3. General Instructions to contractor • Include in bid o Door Access Controllers to meet the requirements o Coordination with door latches and strikes (supplied by others) o Software Licenses, if applicable o Multi-format readers to be badge/card only o 250 DESFire smart cards compatible with the system o Cabling as required • Supplied by others o Door controller server (WinDSX) – use existing server o Network ethernet cable for connection to WinDSX server • Door Access Locations o See drawing for required doors to have multi-format scanners to unlock • Installation 1. Door controller enclosures to be installed in room 104 on wall or above ceiling tiles. Other locations may be permitted with owner’s approval. 2. Programming for the system (zones): 1. Departmental unique access 2. Exterior door (142-A) for all staff 3. Secure Corridor for Sheriff’s Office 4. Each Judge and Assistant unique access 5. Each Courtroom and chambers unique access 6. Aggregate groups for access as needed such as Court Admin needing access to all Court department doors. Judges needing access to their office and one or more courtrooms. 7. Materials • All Multi-format readers to be compatible with DESFire Smart cards and legacy Proxcards. No PIN codes. • Door controllers to be housed in the least amount of cabinets possible • Cabling to be ran in an organized and neat fashion utilizing J-hooks or other cable managers. Separate from IP Network cable trays. 2. Response to include • Detailed materials list • Map showing door access controller cabinet locations • Quantity of IP Addresses needed for door controllers • Door and frame strike requirements to be coordinated with the door contractor 3. Extras Vendor is to provide all materials necessary for the successful completion of the project. The identification of specific materials in this document or in attached lists is meant to identify specific manufacturer products required by the owner. It is not intended as a complete list of materials necessary for successful completion. In general terms, the door access contractor is expected to provide door controllers, door hardware, cabinets, cabling, and installation. However the contractor is not generally expected to provide network connectivity, or the door access server. 4. Warranty and Certifications 5. As-Built Documentation As-built drawings document the installed cabinets and door controllers. This shall include the clearly installed location on a floorplan with a cabinet ID and a reference table listing each door controller and the doors it operates. 6. Miscellaneous As of the release of this specification, the exact quantity and placement of door access controllers is not yet known. Required card access doors are listed. When door controller cabinet locations are determined this information must be conveyed to the data cabling contractor. Objective The objective of this project is to install IP security cameras in the new judicial building to provide visual security of common areas, public spaces, and the building exterior. The County has an existing IP camera system and this system must seamlessly integrate with the existing recording system. 2. Cabling The IP Ethernet cabling for the cameras will be provided by the low voltage cabling contractor. Please review the data cabling specification for the estimated locations. These locations can be adjusted to accommodate the IP security vendor’s design but will require coordination during construction. 3. General Instructions to contractor • Include in bid o Cameras ▪ Interior: Minimum 2MP (Wall and/or Ceiling mounted) ▪ Exterior: Minimum 6MP (Soffit mounted) o Recording Licenses • Supplied by others o Recording Hardware – Use County’s Existing AXIS recording hardware o Camera Power – provided by IT equipment bid (Cisco 9200 PoE+) • Minimum coverage areas 1. Front entrance (Airlock) 2. Lobby 3. Security Guard screening station 4. Waiting areas 5. All hallways 6. Three courtrooms (avoiding cameras behind judge and clerk to avoid capturing sensitive content on computer screens) 7. Parking Lot and sidewalks to all entrances • Installation 1. Pre-stage installation by providing IT with all MAC Addresses at least 7 days prior to camera installation. 2. Pre-stage installation by providing IT with AXIS Camera licenses at least 7 days prior to camera installation. 4. Materials • All Cameras must be manufactured by AXIS Corporation www.axis.com o Cameras shall be dome style. o Exterior cameras shall be tamper resistant. o Panoramic cameras are acceptable where appropriate but must be of higher resolution or be a multiple cameras design. o Customer would prefer to avoid PTZ. • If supplemental IR illumination is required, this shall be detailed by the bidding vendor.
