PUBLIC NOTICE Otsego County & Elmira Township Recreation Plan The Northeast Michigan Council of Governments (NEMCOG) is assisting Otsego County and Elmira Township with updating their 5-year recreation plan. A draft of the plan will be available for public review and comment for at least 30 days. Copies of the plan can be found at the Otsego County Library Reference Desk and the Otsego County Community Center or downloaded from http://www.discovernortheastmichigan.org/recreation.asp and the Otsego County Website at Written comments may be submitted to Nico Tucker, Northeast Michigan Council of Governments, P.O. This recreation plan identifies goals, objectives, and action items for improving recreational opportunities in Otsego County and Elmira Township. Communities are required to have a current, 5-year, Department of Natural Resources-approved recreation plan to qualify for recreation grant funding from the MDNR.
