1/2 Ogden City Council Work Session: March 21, 2017 PROPOSED AMENDMENT TO THE BDO STREET MASTER PLAN REMOVING AMIDAN STREET AS A PUBLIC STREET Purpose of Work Session: To review the proposed master plan amendment Planning CommissionRecommendation Approval the amendment (5-0) Executive Summary A petition has been submitted by Blake Wahlen, manager at BDO, to remove Amidan Street from the BDO Street Master Plan. The street currently exists but is not a dedicated public right-of-way. The master plan amendment would remove Amidan Street from the master plan as a listed public street. The amendment would allow Amidan Street to physically be removed allowing additional building area for future construction. Background Mr. Wahlen has submitted a petition to amend the Business Depot Ogden (BDO) Street Master Plan by removing Amidan Street as a public street in the plan. Amidan Street was originally identified as a significant collector road when the BDO Street Master Plan was adopted in 1999. However, since that time there have been several significant changes to the circulation pattern at BDO and to the master plan itself. As a result of these changes, Amidan Street has not played a significant role in BDO traffic circulation as initially planned. As Planning Staff reviewed the proposal, they have determined that the removal of Amidan Street will not significantly impact traffic circulation in the area. Mr. Wahlen has indicated that there are development opportunities in the area and that the area where Amidan Street is located is needed for a future building. The master plan amendment is being processed in conjunction with a plat amendment creating two large parcels on which future development will take place. The removal of Amidan Street is needed to accommodate the changes proposed with the plat amendment. Amidan Street, although shown as a collector road in the original plan, is not now nor was ever intended to be a publicly dedicated right-of-way. ---PAGE BREAK--- 2/2 Ogden City Council Work Session: March 21, 2017 The removal of Amidan Street from the master plan is reviewed and approved by the Council; however, the associated plat amendment will be reviewed by the Planning Commission and the Mayor and will not be reviewed by the Council. The plat amendment is to be approved conditionally dependent upon the approval of the master plan amendment. Since Amidan Street is not a publicly dedicated right-of- way, there is no requirement to vacate the street. The Council’s approval of the master plan amendment is all that is needed. Current Proposal The current proposal is to remove Amidan Street from the BDO Street Master Plan as a public street. The approval of the master plan amendment will allow the physical removal of the street at BDO and will allow the area to be used as building area for future development. Planning Commission The Planning Commission reviewed the petition at the March 1, 2017 meeting and a recommendation of approval was forwarded to the Council with a vote of 5-0. The recommendation was made with the finding that the amendment will not impact general circulation and that it provides better land development opportunities.
