NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AMENDMENT #1 TO ANNUAL ACTION PLAN 2016-2017 (AAP FY17) Notice is hereby given that Ogden City is proposing Amendment # 1 to its Annual Action Plan for July 1, 2016 to June 30, 2017 (AAP) and is providing a draft for public review. Ogden’s Annual Action Plan describes the City’s sources and details the uses of certain federal housing and community development funds for the current fiscal year. The public is provided a 30-day document review period and an opportunity to comment on the proposed Amendment. Amendment #1 to the AAP proposes to budget: the addition of $1,826 to HOME Entitlement funds; to reconcile the budget for actual Carry-over funds from last fiscal year; and to update Program Income estimates for the current fiscal year. These changes are reflected in the budget, specifically the sources and uses of funds that are planned in the AAP. Amendment #1 to the AAP Budget includes HOME Entitlement increase of $1,826, Program Income estimates increase by $754,169 and Carry Over increases by $923,402 for a proposed total net budget increase of $1,679,397. The $1,679,397 increase in funds are budgeted to planned projects and programs encumbered from the last fiscal year. Specifically the budget increases by: $274 to Community Housing Development Organization (CHDO), $1,142,374 to Quality neighborhoods, $97,000 to Central Business District Revitalization, $87,051 to Small Business Loan Program, $200,000 to Microenterprise Loan Program, $242,788 to HELP Program and $25,157 to Administration of CDBG and HOME grant funds; and a budget decrease of -$115,248 to Infill Housing Program. AAP FY2017 Amendment #1 proposes a total net increase to the budget for programs and projects by $1,679,397. The public review period begins February 5, 2017 and concludes at 5:00 p.m. on March 7, 2017. Copies of AAP Amendment # 1 are available for public review weekdays, except holidays, between the hours of 8:00 a.m. and 5:00 p.m. at the following locations: Ogden City Municipal Building Community Development, Suite 120 Business Development, Suite 420 Ogden City Recorder, Suite 210 Business Information Center 2036 Lincoln #105 Ogden Housing Authority 1100 Grant Avenue Weber County Library 475 E. 2600 North, North Ogden Amendment # 1 is also available online at: http://www.HUDConPlan.ogdencity.com. Amendment #1 is tentatively scheduled to be presented for City Council approval at the Ogden City Council Chambers, located at 2549 Washington Boulevard, 3rd floor, on March 21, 2017 at 6:00 PM. Please check the Ogden City Council Meetings webpage prior to the scheduled date to confirm that the hearing has not been rescheduled. Ogden City Council will receive comments on the proposed amendment at the public hearing.
