Ogden City City Council Special Meeting Results May 12, 2015 – immediately following the Redevelopment Agency and Special Municipal Building Authority meetings that begin at 6:00 p.m. City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 1. Roll Call. Present: Chair Hyer Vice Chair White Council Member Garner Council Member Gochnour Council Member Stephens Council Member Wicks 2. Approval of Minutes: (Minutes Approved, vote 6-0) a. Regular meeting of March 24, 2015 – Council member Gochnour b. Closed executive session of March 24, 2015 – Council member Wicks 3. Common Consent: (Voice vote) a. FY2015-2019 Capital Improvement Plan Amendments. Proposed Ordinance 2015-18 modifying the FY2015-2019 Capital Improvement Plan by adding Project CD076 for the Union Stock Yards Water Transmission Line; adding Project EN067 for the Skyline Drive construction; and adding Project RM030 for the Lorin Farr Pool bathhouse improvements. (Public hearing set for May 26, 2015, vote: 6-0) b. FY2015 Budget Amendment – Various Capital Improvement Plan Projects. Proposed Ordinance 2015-19 amending the budget for Fiscal Year 2014-2015 in the amount of $8,155,170. (Public hearing set for May 26, 2015, vote: 6-0) 4. Public Hearing: a. Proposed Resolution 2015-5 adopting the Five Year Consolidated Plan (July 1, 2015 to June 30, 2020); the Neighborhood Revitalization Strategy Area Plan; and the Annual Action Plan for the period July 1, 2015 through June 30, 2016. (Resolution adopted, vote: 6-0) 2. Own in Ogden Program. Proposed Resolution 2015-7 adopting changes to the Own in Ogden Down Payment Assistance Program. (Resolution adopted, vote: 6-0) 3. Unit Reduction Program. Proposed Resolution 2015-8 amending the Unit Reduction Grant Program guidelines. (Resolution adopted, vote: 6-0) 4. Community Development Line of Credit. Proposed Resolution 2015-9 authorizing the Administration to renew a loan agreement with Bank (formerly known as GE Money Bank), to provide funds for Community Development Programs. (Resolution adopted, vote: 6-0) 5. Reports from the Planning Commission: a. Artificial Turf Ordinance. (Continued from April 28, 2015) Proposed Ordinance 2015-17 amending Section 15-2-13 of the Ogden Municipal Code to modify the definition of landscape or landscaping. Proposed Resolution 2015-10 authorizing the execution and delivery of a Master Tax-Exempt Lease- Purchase Agreement with respect to the acquisition, purchase, financing and leasing of certain equipment for the public benefit.
