Ogden City Council May 2, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room May 2, 2017 The purpose of the work session includes presentations and discussions regarding: Agenda review for the City Council meeting; Presentation of Lester Park Designs; Police Management Study Request for Proposals; FY2017-2021 Capital Improvement Plan Amendment – Airport Parking; Annual Arts Advisory Committee Report; Council member comments; and Council business. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers May 2, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognitions: a. Make a Difference Day. Proposed Joint Proclamation declaring May 4, 2017 as “Make a Difference Day” in Ogden City. (Approve joint proclamation – voice vote) b. Historic Preservation Month. Proposed Joint Proclamation declaring May 2017 as “Historic Preservation Month” in Ogden City. (Approve joint proclamation – voice vote) 5. Approval of Minutes: (voice vote) a. Regular Meeting of January 17, 2017– Council member Stephens b. Regular Meeting of February 21, 2017– Council member Nadolski c. Closed Executive Session of February 28, 2017– Council member Lopez ---PAGE BREAK--- May 2, 2017 Page 2 of 2 6. Common Consent: a. FY2017-2021 Capital Improvement Plan Amendment – Airport Parking. Proposed Ordinance 2017-20 amending the FY2017-2021 Capital Improvement Plan by adding Project AR092, Commercial Aviation Parking Lot on Airport Road. (Set public hearing for May 23, 2017 – voice vote) 7. Public Hearings: a. Annual Action Plan for July 1, 2017 to June 30, 2018. Proposed Resolution 2017-11 adopting the Annual Action Plan for July 1, 2017 to June 30, 2018. (Adopt/not adopt resolution – roll call vote) 8. Reports from Administration: a. Mayor’s Proposed Tentative FY2018 Budget: i. Presentation. Presentation of the Mayor’s proposed tentative FY2018 Budget. ii. Accept Mayor’s Proposed Tentative Budget for Review. Proposed Resolution 2017-18 accepting the Mayor’s proposed tentative budget for Fiscal Year 2017-2018 for review. (Adopt/not adopt resolution – roll call vote) 9. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 10. Comments: a. Mayor. b. Council members. 11.
