Ogden City Council April 18, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room April 18, 2017 The purpose of the work session includes presentations and discussions regarding:  Weber County Commission;  Agenda review for the City Council Meeting;  Council-Mayor discussion;  Donation ordinance amendment – Benches in public spaces;  Council comments; and  Council business. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers April 18, 2017 ***AMENDED AGENDA 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognitions: a. Ogden City Public Services. Recognizing Public Services employees for their outstanding work maintaining Ogden’s roads this winter season. 5. Request to be on the Agenda: a. Weber Speaks. Students from Weber State University’s Department of Communication will address the Council on topics relevant to the Ogden community: Melanie Jackson – Active and Healthy Lifestyle; Kyle Hole – Body Cameras; ***Carver Nicholas – Body Cameras; and Misty Tippets – Body Cameras. 6. Closed Executive Session of January 17, 2017 – Council member Garner c. Work Session of February 21, 2017 – Council member Lopez 7. Common Consent: (voice vote) a. FY2017 Financial Principles. Proposed Joint Resolution 2017-4 establishing Governing Financial Principles relating to General Financial Management, User Fees, Capital Improvements, Debt, Investments, and Reserves. (Adopt joint resolution) b. Christmas Village Appointments/Reappointments. Consideration of the appointment of Stephen Spurlock and the reappointment of Craig Bielik, Bev Rudd, Nikki Lovell, Ashley Wilson, and Ernie Terrazas to the Christmas Village Committee. (Approve appointment/reappointments) c. Golden Hours Advisory Committee Appointments/Reappointments. Consideration of the appointment of Joanne Larsen and the reappointment of Joyce Henry, and Benjamin Noid to the Golden Hours Advisory Committee. (Approve appointment/reappointments) d. Ogden Arts Appointments. Consideration of the appointment of Michael Palumbo, Jake McIntire, and Susan Campbell to the Ogden Arts Committee. (Approve appointments) e. Ogden City Competitive Sports Board Appointments. Consideration of the appointment of Juan Martinez, Todd Skeen, Kable Smith, Ken Crawford, Carla Taylor, Jo Schroeder, Lars Birkeland, Matt Spencer, Paul Grua, Danette Pulley, Jennifer Graham, and Edd Bridge to the Ogden City Competitive Sports Board. (Approve appointments) f. Annual Action Plan for July 1, 2017 to June 30, 2018. Proposed Resolution 2017-11 adopting the Annual Action Plan for July 1, 2017 to June 30, 2018. (Set public hearing for May 2, 2017) 8. Public Hearings: a. FY 2017-2021 Capital Improvement Plan Amendment. Proposed Ordinance 2017-13 amending the Fiscal Year 2017-2021 Capital Improvement Plan by adding a project for Amphitheater Upgrades. (Adopt/not adopt ordinance – roll call vote) b. FY2017 Budget Amendment. Proposed Ordinance 2017-14 amending the FY2017 budget by increasing the revenues and appropriations in the amount of $596,730. (Adopt/not adopt ordinance – roll call vote) 9. Reports from Administration: a. Fire and Building Code Amendments. Proposed Ordinance 2017-17 amending the municipal code to comply with statutory changes to Building Codes. (Adopt/not adopt ordinance – roll call vote) b. Animal Ordinance Amendment – Therapy Dogs. Proposed Ordinance 2017-18 amending the municipal code to revise provisions for the licensing of animals. (Adopt/not adopt ordinance – roll call vote) c. Donation Ordinance Amendment – Benches in Public Spaces. Proposed Ordinance 2017-19 amending the municipal code to provide clarification on the donation of benches. (Adopt/not adopt ordinance – roll call vote) 10. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 11. Comments: a. Mayor. b.
