Ogden City Council May 9, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Joint Work Session City Council Work Room May 9, 2017 The purpose of the joint work session includes presentations and discussions regarding:  Agenda review for the Redevelopment Agency and Special City Council meetings;  Petition to amend the West Ogden Community Plan;  Petition to rezone of 822-848 27th Street from R-1-5 to C-3/CO;  Proposed amendments to the residential vacation rental ordinance;  Trackline EDA Extension;  3rd Quarter Financial Report;  Annual Debt Report;  Financial Principles;  Council and Board Comments; and  Council and Board Business. Any items not fully addressed prior to the Redevelopment Agency and Special City Council meetings, which begin at 6:00 p.m., may be addressed immediately following those meetings. 6:00 p.m. Special City Council Meeting City Council Chambers May 9, 2017 1. Roll Call. 1. Pledge of Allegiance. 2. Moment of Silence. 3. Approval of Minutes: (voice vote) a. Regular Meeting of February 28, 2017 – Council member Lopez 4. Reports from Planning Commission: a. T.O. Smith Community Plan Amendments . Proposed Ordinance 2017-21 amending the Ogden City General Plan by amending community policies and future zoning recommendations in the T.O. Smith Community Plan. (Receive public input; adopt/not adopt ordinance – roll call vote) b. Proposed rezone of 3475 and 3495 Harrison Boulevard . Proposed Ordinance 2017-22 amending the zoning map of Ogden City to reclassify property generally located at 3475 and 3495 Harrison Boulevard from Multiple Family Residential Zone (R-4) to Neighborhood Commercial Zone (Receive public input; adopt/not adopt ordinance – roll call vote) 5. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name for the record. The Council encourages civil discourse for everyone who participates in our meetings. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct. (Adjourn/not adjourn into closed session – roll call vote) 5. Adjournment.
