1/3 Ogden City Council Meeting: March 21, 2017 PROPOSED AMENDMENTS TO THE CENTRAL BUSINESS DISTRICT REVITALIZATION PROGRAM GUIDELINES Adopt/not adopt Resolution 2017-9 As a part of the Annual Action Plan and the City’s administration of Community Development Block Grant funding, program guidelines are developed for specific programs which target specific needs. The program guidelines serve as general parameters for how the City will use funding for that particular program. These programs guidelines are referred to in the Annual Action Plan but are entirely developed and adopted by the City. Amending the program guidelines is done through a resolution adopted by the City Council. The Administration is proposing an amendment to the Central Business District Revitalization program guidelines. The changes would expand the geographic boundary from the Central Business District to the entire City and would change the name of the program to the Special Economic Development Projects Program. In conjunction with the mid-year amendments to the FY2017 Annual Action Plan budget, the City’s Administration is proposing a change to one of the programs that uses federal grant funding. The change is specific to the Central Business District Revitalization program. This program has used Community Development Block Grant (CBDG) funds to facilitate and stimulate capital investment in the Central Business District. The program’s guidelines list a number of purposes and uses for the funding. The program has been successful and has received funding each year since it was created in 2005. The program itself has been expanded and renamed several times since its creation. The initial creation of the program was for infill development in the 25th Street Historic District but was expanded to encompass the Central Business District several years later. The proposed amendment would continue this same trajectory and expand the program to the entire city. The Central Business District Revitalization Program was approved with $200,000 in the adopted FY2017 Annual Action Plan budget. The mid- year Annual Action Plan budget amendment includes an increase in funding to the program to a total of $680,000 for FY2017. ---PAGE BREAK--- 2/3 Ogden City Council Meeting: March 21, 2017 May 3, 2005 The City Council adopts program guidelines creating the 25th Street Infill Development Program. The program is aimed at facilitating and stimulating capital investment in the 25th Street Historic District. June 29, 2010 The City Council approves an amendment to the program guidelines renaming the 25th Street Infill Development Program to the Central Business District Infill Program and expanding the area from just the 25th Street Historic District to the Central Business District. March 20, 2012 The City Council approves amendments to the Central Business District Infill Program that broaden the scope of the program and change the name. The expanded scope includes mixed use infill development in addition to the residential and commercial projects included initially. In addition, the changes included wording that would allow projects that would assist in encouraging capital development, business expansion, and/or job creation. Another change approved was the ability to use funds as a loan guarantee for CDBG-funded loan activities. One last change made to the program was to change the name from the Central Business District Infill Program to the Central Business District Revitalization Program. March 26, 2013 The Council approved a small correction to the name of the program officially renaming the program the Central Business District Revitalization Program. No changes were made to the guidelines with this correction. February 28, 2017 The Council reviewed the proposed amendments to the Central Business District Revitalization Program which includes the expansion of the geographic area from the Central Business District to the entire city as well as another name change to the Special Economic Development Projects Program. The boundary for the program is proposed to be amended from just the Central Business District, 20th to 27th and Wall Avenue to Adams Avenue, to the entire City. WHEREAS, Ogden City has contemplated current economic conditions in Ogden City and has deemed it desirable to expand the Central Business District Revitalization Program to include the entire City; WHEREAS, Ogden City deems it desirable to change the name of the Central Business District Revitalization Program to Special Economic Development Projects Program; WHEREAS, Ogden City, is an entitlement community receiving Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD), it is desirable that Ogden City continue to participate in CDBG-funded economic development activities that remove blight or create jobs or housing benefits to low to moderate income persons in Ogden; WHEREAS, Ogden City has implemented a successful Central Business District Revitalization Program in the past that eliminates blight and/or benefits low to moderate income persons; WHEREAS, adjustments to the Program are proposed and limited to changing the name and boundaries of the program area. The new boundaries for the Special Economic Development Projects Program encompass the entire City. The program guidelines outlined under Resolution 2012-5 will remain the same, Attachment A; NOW THEREFORE, BE IT RESOLVED by the Ogden City Council that the official Program name and boundaries for the Special Economic Development Projects Program be approved, adopted and made part of this resolution as attached. Chair, Ogden City Council ATTEST: Ogden City Recorder Approved as to form MAB 2/24/17 Ogden City Attorney 2017-9 ---PAGE BREAK--- Special Economic Development Projects Program Special Economic Development Projects Program (SEDP) is intended to facilitate and stimulate capital investment in Ogden City and to promote job creation/ retention activities. The funds may be used in a broad manner that contributes to enhancing the viability of the City’s airport, historic districts, main corridors, distressed areas and the Central Business District so long as the activity meets one of the national objectives established by HUD for the use of CDBG funds. The program guidelines are as follows:  The funds shall be used to eliminate blight conditions in the City or to benefit persons of low to moderate income  The projects may be either commercial or residential in nature  The funds may be used to create or retain jobs for persons of low or moderate income  Projects may be either new construction, reconstruction, or to assist projects that will encourage capital development, business expansion, and/or job retention  Projects will be considered based upon the availability of funds and the overall benefit to the public  Funds may be granted or loaned based upon the justifiable need and impact of the activity  Funds may be used as a loan guarantee for CDBG-funded loan activities  Funds will be used in the City for projects and activities that accomplish the goals and objectives identified by Mayor and City Council  Projects of $100,000 or more using funds from SEDP shall be approved by the City Council. h ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK--- ---PAGE BREAK---
