Bid packets may be obtained from Ogden City Purchasing, 2549 Washington Blvd., Suite 510, Ogden, Utah, or by downloading the exact same information packets from the Ogden City website at http://ogdencity.com/en/doing_business/bids_proposals. Respondents are responsible for securing any and all addenda issued, which will also be posted to this webpage no later than 48 hours before bid closing. Responses to this Request for Bid shall be submitted to the City Purchasing Agent, 2549 Washington Blvd., Suite 510 (5th floor), Ogden, Utah; no later than January 23, 2015 at 2:00PM. Currently Ogden City Recreation is looking for chair back seating and instillation at 4th Street Ball Park. We are looking for seating in just the middle section of the stadium seating. 2.1 General Requirements 2.1.1 All vendors are bound by the deadline and location requirements of this Bid Application. 2.1.2 Vendors electing to respond to this Bid Application are responsible for all costs incurred in the preparation and submission of the Bid or for anything in any way related to this Bid Application. Ogden City is not liable for any costs incurred by the vendor in response to this Bid. The vendor, including all related parties, disclaims and voluntarily and knowingly waives any and all rights to reimbursement for any such costs. 2.1.3 Ogden City reserves the right to reject any or all Bids or any portion thereof, and to select the Bid which, in its sole discretion, it judges to be in the best interest of the City. Ogden City may waive minor informalities. 2.1.4 Ogden City reserves the right to cancel or modify this Bid Application. There is no guarantee that Ogden City will place the requested services under contract. 2.1.5 Ogden City reserves the right to investigate the qualifications of any vendor under consideration, including proposed subcontractors and parties otherwise related to the vendor. Ogden City requires confirmation of information furnished by a vendor or requires additional evidence of experience and qualifications to provide the services or otherwise discharge the obligations required by this Bid Application. 2.1.6 Ogden City reserves the right to disclose information contained in the Bid to the public, if required by applicable law. ---PAGE BREAK--- 2.1.7 All materials submitted with the response will become the property of Ogden City. Respondents are responsible for securing any and all addenda issued. 2.4 Submittal of Responses 2.4.1 Responses must be received, date stamped and recorded by the Ogden City Purchasing Department by January 23, 2015 at 2:00 pm. Responses received after that time will not be accepted. Responses shall be enclosed in a sealed envelope clearly labeled as the “4th Street Ball Park Seating and Installation”. All responses shall be submitted by mail or hand delivered to: Ogden City Utah City Purchasing Agent 2549 Washington Blvd., Suite 510 ---PAGE BREAK--- Ogden, Utah 84401 2.4.2 Responses will not be accepted by facsimile or email. 2.5 Vendor’s Responsibilities 2.5.1 At the time of opening responses it will be presumed that each vendor has read and is thoroughly familiar with the scope of services to be performed under this Bid Application. 2.5.2 If a contract is executed with Ogden City, the vendor shall make no claim against the City because of any estimate or statement made by any employees, agents, or consultants of the City which may prove to be erroneous in any respect. 2.5.4 If the vendor performs work contrary to the above referenced rules and regulations and without written acknowledgement or notice thereto, he shall correct this work and bear all costs arising there from. 2.5.5 Vendor is to provide with the bid: a current price list, along with arbiter fee. 2.6 Basis of Procurement 2.6.1 This Bid Application and any contract(s) that may result shall be in accordance with appropriate laws, ordinances and regulations. 3.1 Scope of Work and Technical Specifications Vendor will provide bid for Seating and Installation of Seating at 4th Street Ball Park. 594 Floor Mounted Chair Backs. Installation of 540 Floor Mounted Chair Backs in accordance with drawings. 3.1.2 References 3.1.3 National Fire Protection Association (NFPA) 3.1.4 NFPA 102 Standard for Assembly Seating, Tents and Membrane Structures. 3.1.5 American National Standards Institute (ANSI). 3.1.6 American Society for Testing Materials (ASTM) 3.1.7 ASTM - Standard Specification for Properties of Materials. 3.1.8 Americans with Disability Act (ADA) 3.1.9 ADA - Standards for Accessible Design. ---PAGE BREAK--- 3.2 Manufacturer’s System Engineering Description 3.2.1 Manufacturer's System Design Criteria: 3.2.2 Seats and Backs: 3.2.3 Shall embody a timeless sculptured appearance to harmonize with any architectural décor at 4th Street Ball Park. 3.2.4 Shall exhibit moderate compound contours for supportive comfort avoiding excess anatomical pressures. 3.2.5 Seats shall be semi-cantilevered, self-centering, automatic three quarter (3/4) lift with over center retract feature, for ease of passage and janitorial access. 3.2.6 Seat shall be tested and professionally certified through an independent testing laboratory to support and withstand an evenly distributed 600 lb [272.1Kg] static load without failure or irregularities that would impair usefulness. 3.2.7 Self- lifting seat shall be tested and professionally certified through an independent testing laboratory to withstand 350,000 operating cycles without added lubrication, spring fatigue, adjustment, or measurable bearing wear. 3.2.8 Seat shall be tested and professionally certified to withstand, without failure, 1000 impacts, of a 40 pound [18.14Kg] sandbag dropped on center of seat from each of the following heights of 6 inches [152mm], 8 inches [203mm], 10 inches [254mm], 12 inches [305mm] at a rate of 18 impacts per minute for a total of 4000 impacts. 3.2.9 Back shall withstand an evenly distributed front or rear static load of 450 lbs [204.1Kg]. 3.2.10 Backs shall be tested and professionally certified to withstand, without failure, 40,000 swinging impacts each to the front and rear of the back by means of two opposing 40 pound [18.14Kg] sandbags. The sandbags shall be moved horizontally and equally for 10,000 cycles each at the following distances of 6 inches [152mm], 8 inches [203mm], 10 inches [254mm], and 12 inches [305mm] at a rate of 35 cycles per minute. 3.2.11 Horizontal Traverse Static Load to Back: Backs shall withstand an evenly distributed static load of 200 lbs [90.70Kg] to the top of the back at a 45 degree angle to the row of seats. 3.2.12 Armrests shall be tested and professionally certified to withstand an evenly distributed static load of 200 pounds [90.70Kg] applied perpendicular to the armrest. ---PAGE BREAK--- 3.2.13 Materials (Flammability) shall satisfy applicable test, codes, standards, or requirements as follows: 3.2.14 Polyethylene shall meet the Federal Motor Vehicle Safety Standard No. 302 which specifies a burning rate of less than 4 inches [102mm] per minute. 3.3 Quality Assurance ED. NOTE: THE FOLLOWING STANDARD MAY BE MORE STRINGENT THAN APPLICABLE BUILDING CODE REQUIREMENTS. COORDINATE WITH UBC, SBCCI, BOCA, OGDEN CITY CODE REQUIREMENTS FOR FIXED SEATS. 3.3.1 NFPA Standard: Comply with current NFPA 102 Standard for Assembly Seating, Tents and Membrane Structures, except where additional requirements are indicated or imposed byauthorities having jurisdiction. 3.3.2 Welding Standards & Qualification: Comply with AWS D1.1 Structural Welding Code - Steel and AWS D1.3 Structural Welding Code - Sheet Steel. 3.3.3 Insurance Qualifications: Mandatory that each bidder submit with his bid an insurance certificate from the manufacturer evidencing the following insurance coverage: 3.3.4 Workers Compensation - Workers’ Compensation limits as required by the labor code of the State of Utah and employers liability with limits of 100/500/100 per accident. 3.3.5 Commercial General Liability - including premises/ operations, independent contractors and products completed operations liability. Limits of liability shall not be less than $2,000,000.00 3.3.6 Manufacturer Qualifications: Manufacturer who has ten (10) years of experience manufacturing spectator seating equipment. 3.3.7 Installer Qualifications: Engage experienced Installer who has specialized in installation of audience seating similar to types required for this project and who is acceptable to, or certified by, spectator seating manufacturer. 3.3.8 Engineer Qualifications: Engage professional licensed engineer experienced in providing engineering services of the kind indicated that have resulted in the successful installation of audience seating similar in material, design, fabrication, and extent to those types indicated for this project. 3.3.9 All seats are manufactured to exceed industry standards free from any defects (weld, splatter, paint runs, squeaks, etc.). ---PAGE BREAK--- 4.1 Delivery, Storage and Handling 4.1.1 Deliver seating in manufacturers packaging clearly labeled with manufacturer name and content. 4.1.2 Handle seating equipment in a manner to prevent damage. 4.1.3 Deliver the seating at a scheduled time for installation that will not interfere with other programs operating of the field. Installer must store before insulation 5.1 Project Conditions 5.1.1 Field Measurements: Coordinate actual dimensions of construction affecting audience seating installation by accurate field measurements before fabrication. Show recorded measurements on final shop drawings. Coordinate field measurements and fabrication schedule with construction progress to avoid delay of Work. 6.1 Warranty 6.1.1 Manufacturer's Product Warranty: Submit manufacturer's standard warranty form for fixed plastic chairs. This warranty is in addition to, and not a limitation of other rights Owner may have under Contract Documents. 6.1.2 Warranty Period: One year from Date of Substantial Completion. 6.1.3 Beneficiary: Issue warranty in name of Ogden City. 6.1.4 Warranty Acceptance: Owner is sole authority who will determine acceptance of warranty documents. 7.1 Maintenance and Operation 7.1.1 Instructions: Both operation and maintenance shall be transmitted to the Owner by the manufacturer of the seating or his representative. 7.1.2 Service: Maintenance and operation of the seating system shall be the responsibility of the Owner or his duly authorized representative, and shall include the following: 7.1.3 Only attachments specifically approved by the manufacturer for the specific installation shall be attached to the seating. 7.1.4 An annual inspection and required maintenance of each seating system shall be performed to assure safe conditions. At least biannually the inspection shall be performed by a professional engineer or factory qualified service personnel. 8.1 Materials ---PAGE BREAK--- 8.1.1 Cast Iron: ASTM A48, and ASTM A536. 8.1.2 Steel Plates, Shapes, and Bars: ASTM A570. 8.1.3 Drilled-in Expansion Anchors: SAE grade 2 8.1.4 Blow molded Plastic: Virgin high density polyethylene with a melt index of 0.40 per ASTM D1238. 8.2 Fabrication 8.2.1 (Outdoor) Simulated slat seat shall have a smooth surface for easy cleaning and be constructed of double wall blow molded polyethylene plastic with anti-static compounds andultra-violet light stabilizing additives. Seat shall have a nominal wall thickness of 0.125 inch [3mm] and be ergonomically contoured for posture and sitting comfort. The seat shall have simulated slats and nostalgic styling. 8.2.1 Seats shall be direct fastened to hinge arms by means of four threaded fastening screws. No exposed fasteners shall be located on seat surfaces. 8.2.2 Back height to be 32 inches [813mm] from deck and extend below seat to afford chair occupant protection from rear and eliminate any pinching hazard. Back length shall not be less than 21 inches [533mm]. 8.2.3 Backs shall be fastened to standards at four connection points, providing a back pitch of 15 degrees. 8.2.4 Seat Hinge Arms. 8.2.5 Seat hinge arms are recessed into both sides of the seat and follow the contour of the seat. The hinge arms provide the pivot connections and support the plastic seat. 8.2.6 Seat hinge arm material shall be cast iron. 8.2.7 Hinge arm shall be T.G.I.C. powder coated to match stanchion. 8.2.8 Seat Hinge Mechanism. 8.2.9 Each seat to be furnished with two independent hinges and two dual function spring lift mechanisms. Return lifter springs and stops shall be enveloped and concealed by the seat and seat hinge arms, to protect from dirt, dust, and not interfere with occupants’clothing, etc. 8.2.10 Hinge arms shall rotate on pivot shaft fitted with permanently lubricated iron oil impregnated bearings. 8.2.11 Cast Iron Standards: ---PAGE BREAK--- 8.2.12 Standards shall be cast from Class 25 gray iron and be capable of withstanding American society of Testing Materials Transverse Test. Standards shall be designed to be fitted with decorative end panels in accordance with seating plan. 8.2.13 Scrolled armrest shall be integral to the cast iron standard and shall have a smooth finished surface. 8.2.14 Floor mount standards shall be rigidly attached to the floor at not less than two mounting points and shall be designed to accommodate floor slopes, as required. 8.2.15 Redirected seating shall be achieved without the use of shims. Standards shall be cast with built in offset to direct the seat, back and seating hinge toward home plate. 8.3 Finishes 8.3.1 Cast Iron Finish: Cast iron shall be pre-treated and have the primer applied through a 15-stagedip immersion process. Primer will be a cathodic epoxy electrodeposition coat (E coat) applied to a minimum dry film thickness of 0.8 mils. Powder topcoat will be suitable for exterior applications, contains ultra-violet light stabilizers and applied over primed cast iron. This powder will be TGIC polyester and properly cured per the manufacturer’s recommendation to a minimum dry film thickness of 6.0 mils. The performance of the powder will pass the 2H Pencil Hardness test (ASTM D3363) and 1500 hours of Salt Spray (ASTM B117a). 8.3.2 (Outdoor) Plastic: Shall be blow molded polyethylene plastic with ultra-violet light stabilizing additives pigmented in one of the manufacturer’s twenty-two (22) standard color offerings. 8.3.3 Color: Shall be per manufacturer's standards.
