Memo To: Ogden City Council From: Greg Montgomery- Planning Manager Date: January 3, 2017 Re: Quarterly Report of Planning Commission Activities Joe Minicozzi Presentation A presentation was held on December 5 at the Eccles Conference where a nationally acclaimed speaker did a presentation to Weber County and all city officials (appointed and elected) of the cities within the county. The presentation was titled the Dollars and Sense of Land Use and provided a different way to look at land usage and economics. The Community Development Department sponsored this event with the Planning Department making the arrangements. Those who attended really enjoyed the insights presented. We have had requests from WFRC and others for copies of Mr. Minicozzi’s presentation and in working with him now have that available. Bill Francis was key in getting the video put together and will have the event on channel 17 for others to view as well. Harrison Boulevard Pole Sign Ordinance Revisions We explained in the last report that the Planning Commission had made recommendation of a proposed sign ordinance revision for Harrison Boulevard. The item has not been forwarded on to the Council as the Commission has asked that some of the questions that were raised be reviewed so they can be more adequately addressed and discussion with other groups occur before a recommendation is forwarded to the Council. The additional research is underway and hopefully the Commission will be looking at a recommendation in March on this item. Lester Park Design Charrette After the design competition, the Planning Staff has gone to the Parks and Recreation Committee and the Planning Commission to discuss what the next steps should be with Lester Park. Various ideas have been suggested and the Planning Staff is working with the other various divisions to recommend a process that should be coming soon for consideration. Planning Division 2549 Washington Blvd. Suite 140 Ogden, Utah 84401 ---PAGE BREAK--- Vacation Rental Forms and Explanations The approval of an ordinance has now given the direction needed to create the appropriate forms and public outreach documents needed to implement the ordinance. The Community and Economic Development Staff is working on creating the necessary documents so people can get their permits. Our office has received inquiries on when the forms will be ready and the goal is to have things ready by the end of the week. As part of the overall Vacation Rental discussion, the Planning Commission will be considering a proposed ordinance on January 4th to allow vacation rentals in those residentially zoned properties that have a commercial style building on them. The recommendation of their action should be coming to you shortly. Conditional Use Amendments Work has continued to revise what are conditional uses in the City. State law changed several years ago and changed the complete reason conditional uses traditionally existed. In our review some uses will be eliminated and a majority of what are now conditional uses will be eliminated and general requirements will be used to replace the conditional use review process. This will free up time spent on reports and public meetings to review conditional uses. Presently there 197 conditional uses which have been identified as needing to be revised. The goal is to have a recommendation from the Planning Commission made in April of this year. Amendments to the East Central and Mt Ogden Community Plans The revision to the ADU regulations left portions of the East Central and Mt Ogden Community limited to where ADU’s can occur because of the present language of those community plans. The planning staff is working on a new process to receive community input from those two communities as to whether a plan amendment should be made for those two communities. The scheduled time to have a recommendation to the City Council on this item is April of 2017. Airport Master Plan The Planning Staff is working with GIS to develop mapping and identify existing conditions at the Airport. It has been determined that there are very few accurate records of the existing hangers and their conditions. This information is necessary so planning can be made on the future improvements needed to meet ---PAGE BREAK--- the changing aircraft industry and properly plan for those needs. Once this base mapping is complete a more accurate master plan can be developed of these areas in the airport and where future hangers can be placed that have adequate distances to meet the various user needs. AICP Exams Two planners have registered to take the national planning certification exam. Originally they planned to take the test in November but the other various projects have demanded their time such as the new software system the city is working to have in place by May. They have pushed the exam back to May of 2017. When they pass the exam all the Ogden City Planners will be certified. Planning Activities I have shared with the Council over the last year a log of the various activities that the Planning Division is involved with. We now have a year recorded as a base line to see how workloads are distributed throughout the year. We have a new quarter to compare with last year and the work load has increased from last year.
