1 Ogden City Council Meeting: April 18, 2017 AMENDMENT TO THE FISCAL YEAR 2017-2021 CAPITAL IMPROVEMENT PLAN (CIP) Adopt/not adopt Ordinance 2017-13 Approval of the amendment (6-0) Administration is proposing an amendment to the adopted Fiscal Year 2017-2021 Capital Improvement Plan. The amendment would move the funding year for project AM004, Amphitheater Upgrades, from FY2018 to FY2017. Project AM004 was reviewed and approved with the FY2018- 2022 CIP. The City applied for a received RAMP funding for this project and would like to make the upgrades to the amphitheater prior to the start of the FY2018 fiscal year. In order to do that, the project funding year must be amended and, as a result, the FY2017-2021 CIP must be amended to accommodate the expenditure of the funds in the current (FY2017) fiscal year. Each year, the City develops, reviews, and adopts a five-year Capital Improvement Plan. The purpose of the plan is to establish the capital needs of the City and allow projects to be planned for by articulating the need, the scope of the project, the overall budget, the proposed annual allocations for the project’s development, and the potential sources of funds. Capital projects, meaning those projects in excess of $30,000 which add to the City’s physical plant, that are included in the CIP are then funded in the annual budget. Typically, the CIP is developed toward the end of a calendar year, reviewed by the Planning Commission in December, and then forwarded on to the Council for review with adoption typically taking place in March. This process is repeated each year. From time to time, amendments need to be made to an adopted CIP. This usually is the result of funding opportunities that arise during the first fiscal year of an adopted CIP. Projects that receive new or unanticipated funding may be moved up in funding years identified in the adopted CIP, or may be added to the CIP to allow funding during a given fiscal year. Amendments to the CIP follow the same general review framework as the overall plan itself. This means that a project brief is developed, reviewed by the Planning Commission to ensure ---PAGE BREAK--- 2 Ogden City Council Meeting: April 18, 2017 consistency with the General Plan, reviewed by the Council and considered at a public hearing. In this case, the City applied for and received $40,000 in RAMP (Recreation, Arts, Museums, Parks) funding for project AM004, Amphitheater Upgrades. The project was reviewed and approved with the FY2018-2022 CIP adopted by the Council on March 21, 2017. The project’s funding year in the FY2018-2022 CIP was FY2018. The Administration has indicated that it would like to expend the funds prior to the upcoming (FY2018) fiscal year which begins on July 1. Because the project’s timeline in the FY2018-2022 CIP is FY2018, the CIP must be amended to include the project in the fiscal year 2017 projects. However, because the CIP in which the project was adopted does not include fiscal year 2017, an amendment must be made the FY2017-2021 CIP adding the project to those funded in FY2017. Because the project was reviewed with the FY2018-2022 CIP, there is no need for the Planning Commission to review the proposed amendment. FY2018-2022 CIP Process Schedule October 31, 2016 The proposed FY2018-2022 CIP was provided to the Council office. The plan was also submitted to the Planning Commission for review and recommendation. December 7, 2016 The Planning Commission reviewed the FY2018-2022 CIP. The plan was given a recommendation of approval with a vote of 6-0 with three projects recommended for exclusion from the plan. December 15, 2016 The Council office received the transmittal containing the Planning Commission’s recommendation. January 17, 2017 – Council Staff Overview Council Staff reviewed the proposed plan and identified issues the Council may want to consider during the plan adoption process. In previous years, the Administration would provide a cursory overview of the proposed plan prior to Council Staff’s review. It was determined that ---PAGE BREAK--- 3 Ogden City Council Meeting: April 18, 2017 Council Staff’s review was an adequate introduction to the proposed plan and the initial Administrative presentation was not necessary. February 1, 2017 The Planning Commission reviewed and made a recommendation on an amendment to the CIP for project FL010, Public Services Building and Green Waste Site Fuel Tank Improvements. February 7, 2017 Council office received the transmittal containing the Planning Commission’s recommendation for project FL010. February 14, 2017 – Specific Projects Review Representatives from the Administration reviewed and discussed their department’s projects and answered questions for the Council. The review included the proposed project FL010, Improve Public Services Building and Green Waste Site Fuel Tanks. February 21, 2017 – Council Discussion The Council prioritized the proposed FY2018 General Fund projects and had the opportunity to ask any final questions and propose any changes in preparation for adoption of the plan. February 28, 2017 City Council Meeting The Council set a Public Hearing for March 21, 2017. March 21, 2017 City Council Meeting  Public input on FY2018-2022 CIP  The Council adopted the FY2018-2022 CIP with project FL010 added under Schedule A April 4, 2017 Council set a public hearing on a proposed amendment to the FY2017- 2021 CIP moving funding years from FY2018 to FY2017 for project AM004, Amphitheater Upgrades for April 18, 2017. April 18, 2017 Council to hold a public hearing on amendment to the FY2017-2021 CIP regarding project AM004. ---PAGE BREAK--- 4 Ogden City Council Meeting: April 18, 2017 The current proposal is to amend the adopted FY2017-2021 CIP changing the funding year for one project: AM004 – Amphitheater Upgrades This project was reviewed and approved with the FY2018-2022 CIP. The project relates to upgrades to the amphitheater’s sound and lighting system, shade canopies, and an electronic message board. The proposed amendment to the funding year is the result of the City receiving $40,000 in RAMP funding. The $40,000 does not cover all of the proposed costs associated with the amphitheater upgrades included in the project, but it is enough to upgrade the sound system. In order to upgrade the sound system in time for the Twilight Concert series in June 2017, an amendment to the FY2017-2021 CIP is needed to recognize the work being performed in FY2017. A separate budget amendment is being process concurrently to recognize the receipt of the RAMP funding in the City’s budget. The total amount included for the project is $283,300. The Planning Commission reviewed the proposed plan at the December 7, 2016 meeting and forwarded a recommendation of approval of the plan with a vote of 6-0. The Commission’s recommendation included the exclusion of three projects: AR086 Airport Commercial Terminal; AR074 Airport Land Acquisition; and FI021 Fire Training Tower. The Commission found that these three projects were not consistent with the City’s General Plan. No comments were received at the Commission’s December 7, 2016 meeting. 1. Transmittal 2.
