Ogden City Council October 3, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room October 3, 2017 The purpose of the work session includes presentations and discussions regarding: Agenda review for the City Council meeting; 12th Street Development Agreement Amendments; Front Yard Parking Amendments (continued discussion); Planning Update; Council comments; and Council business. Any items not fully addressed prior to the City Council and Special Redevelopment Agency meetings, which begin at 6:00 p.m., may be addressed immediately following those meetings. 6:00 p.m. City Council Meeting City Council Chambers October 3, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognition: a. Community Planning Month. Joint Proclamation declaring October 2017 as “Community Planning Month” in Ogden City. (Approve joint proclamation – voice vote) 5. Approval of Minutes: (voice vote) a. Closed Session of February 21, 2017 and Work Session of March 21, 2017 – Council member Garner b. Work Session of April 18, 2017 and Joint Session of May 23, 2017 – Council member Blair c. Regular Meeting of April 18, 2017 and Regular Meeting of June 20, 2017 – Council member Lopez d. Fiscal Year 2018 Budget Amendment – Swift Building, Grants, and Information Technology Division. Proposed Ordinance 2017-40 amending the budget for the fiscal year July 1, 2017 to June 30, 2018 by increasing the anticipated revenues for a gross increase of $1,193,305. (Adopt/not adopt ordinance – roll call vote) b. Fiscal Year 2018 Capital Improvement Plan Amendment. Proposed Ordinance 2017-41 amending the FY2018-2022 Capital Improvement Plan by adding project CD080 to acquire property at 445 25th Street for use as a public plaza. (Adopt/not adopt ordinance – roll call vote) 7. Reports from Planning Commission: a. Non-conforming Front Yard Parking Amendments. Proposed Ordinance 2017-42 revising standards for front yard parking for single family non-conforming properties. (Receive public input; adopt/not adopt ordinance – roll call vote) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings. Fiscal Year 2018 Budget Amendment — Swift Building. Proposed Resolution 2017-8 amending the budget for the fiscal year July 1, 2017 to June 30, 2018 by increasing the anticipated revenues for a gross increase of $165,000. This is an opportunity to address the Redevelopment Agency regarding concerns or ideas on any topic.
