Consideration of the appointment of Jeff White to the Ogden City Competitive Sports Board. (Appointment approved, vote: 7-0) 7. New Business. a. Council Rules of Procedure and Council Norms. Reports from the Planning Commission: a. Harrison Student Housing Project: i. Presentation ii. Receive input iii. Proposed Ordinance 2017-30 amending the General Plan by amending Subsection 3.E of the Southeast Ogden Community Plan together with the Community Plan Map. (Ordinance adopted, vote: 4-2) iv. Proposed Ordinance 2017-31 to reclassify property generally located at 3850 South and Harrison Boulevard from Single Family Residential Zone (R-1-6) and Professional/Institutional Zone (PI) to Multiple Family Residential Zone/Conditional Overlay Zone (R-5/CO). (Ordinance adopted with an amended development agreement for the conditional overlay, vote: 6-0) v. Proposed Ordinance 2017-32 amending Section 15-2-9 to add a definition for student housing; amending Chapter 13 of Title 15 by adopting a new Section 40 to create standards for student housing; amending Section 15-19-2 to recognize student housing as a permitted use in the R-5 Zone; and amending Subsection 15-38-5.H to recognize student housing as a permitted use in the C-2/CP-2 Zone. (Ordinance adopted with an amendment to have the four properties combined at 3801 Harrison, with the section narrowed to this specified address, and to request that the Administration move forward with a university overlay zone master planning process, vote: 6-0) 9.
