Ogden City City Council Special Meeting Results March 8, 2016 – immediately following the Redevelopment Agency meeting that begins at 6:00 p.m. City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 1. Roll Call. Present: Chair White Vice Chair Blair Council Member Garner Council Member Hyer Council Member Nadolski Council Member Stephens 2. Approval of Minutes: (Minutes approved, vote: 6-0) a. Joint study session and regular meeting of September 22, 2015; and the joint study session and work session of January 5, 2016 – Council member Garner b. Work session of September 22, 2015 – Council member Hyer 3. Common Consent: a. 2015 Weber County Pre-Disaster Mitigation Plan. Proposed Joint Resolution 2016-7 adopting the 2015 Weber County Pre-Disaster Mitigation Plan. (Joint resolution adopted, vote: 6-0) 4. New Business: a. Council Norms and Rules of Procedure Amendments. Proposed Resolution 2016-8 approving modifications to the Council Rules of Procedure and Council Norms. (Resolution adopted, vote: 6- 0) b. Financial Principles Amendments. Proposed Joint Resolution 2016-8 establishing governing financial principles relating to general financial management, user fees, capital improvements, debt, investments, and reserves. (Joint resolution adopted with alternative language for Paragraph 5 under General Principles, which indicates if current levels of service are deemed insufficient to meet the City’s goals and objectives, property tax increases may be proposed after a thorough analysis of needs and associated costs has been completed, vote: 6-0) 5. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comments will be limited to three minutes per person. Participants are to state their name and address for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office ([EMAIL REDACTED]). The Council encourages civil discourse for everyone who participates in our meetings.
