Page 1 of 1 Ogden City Council Meeting: May 16, 2017 COMMITMENT TO A SAFE AND INCLUSIVE COMMUNITY Action: Adopt/Not Adopt Joint Resolution 2017-5 Background This joint resolution reaffirms the City’s commitment to protecting the civil liberties, religious freedoms and the dignity of all residents, immigrants and refugees. Ogden’s Interfaith Councils and Latinos United Promoting Education and Civic Engagement (LUPEC) have been involved in the development of this joint resolution. Both groups will have representatives in attendance at the meeting to receive framed recognitions. Paper copies will also be available for anyone in attendance. Council Staff Contact: Amy Sue Mabey, (801)629-8629 ---PAGE BREAK--- JOINT RESOLUTION NO. 2017-5 A joint resolution of the Ogden City Council and Mayor affirming the protection of civil liberties, religious freedoms, and dignity of all residents, immigrants and refugees throughout the city. WHEREAS, since its inception, the United States of America has served as a refuge for oppressed people fleeing religious, ethnic, and/or political persecution; and WHEREAS, since Ogden became a city in 1851, new arrivals and established residents have lived together in a rich spectrum of cultures, religions and ethnicities. Ogden is committed to always offer an unconditional welcome. Throughout the history of Ogden, people have come from all parts of the globe to call our community home; and WHEREAS, Ogden’s diverse population enriches our community and serves as one of our greatest assets. The city represents various ethnicities and cultures, including a significant Latino-Hispanic population, and many residents who are foreign born. This rich diversity provides a community character that is distinctive of all other cities in Utah; and WHEREAS, on September 13, 2016, Ogden City adopted a Diversity Charter, and through this reaffirmed its commitment to inclusion and nurturing diversity throughout the community. The intent of this charter is to ensure everyone can experience belonging, fairness, fundamental freedoms and human rights; and WHEREAS, the Diversity Charter promotes an environment that enhances respect, dignity, inclusion, trust and equity of all people, as well as to identify, address, and resolve the needs and concerns of our diverse communities. The adoption of this charter also included the creation of a City Diversity Commission to represent various diverse groups in our community; and WHEREAS, fostering a welcoming environment for all individuals, regardless of race, ethnicity, religion, gender, sexual orientation or place of origin, enhances Ogden City’s cultural fabric, economic growth, global competitiveness and overall prosperity for current and future generations; and WHEREAS, fostering a welcoming environment enhances trust between community and government to set the stage for better communication, a safer environment, increased engagement and the opportunity to more fully embrace and enjoy the rich diversity within our community; and WHEREAS, community efforts that promote understanding and collaboration between our native-born and foreign-born community members are crucial in encouraging and preserving Ogden City’s welcoming environment; and WHEREAS, Ogden City’s interfaith groups provide an invaluable community resource and bring a commitment to loving, welcoming, and supporting those around them and all those seeking assistance; and ---PAGE BREAK--- WHEREAS, Ogden City supports concurrent resolution 6, adopted and signed during the 2017 general session of the Utah legislature, to guard civil liberties and freedoms, and to protect the constitutional rights of all people; and WHEREAS, Ogden City supports the Utah Compact declaration on immigration reform. This focuses on using federal solutions to address immigration; having law enforcement focus on criminal activities and not civil violations of federal code; opposing the unnecessary separation of families; acknowledging the intrinsic role of immigrants on our economy; and providing a humane approach to immigrant integration through reflecting on the unique cultural and historic contributions of immigrants. NOW, THEREFORE, BE IT RESOLVED THAT THE OGDEN CITY COUNCIL AND MAYOR hereby affirm a commitment to protecting the civil liberties, religious freedoms, and dignity of all residents, including immigrants, and encourage compassion for refugees seeking protection in Ogden City. We reaffirm our commitment to advocate for and support the wellbeing of all residents, and express our appreciation for the many local institutions and individuals who are working to build a climate of trust and support for everyone in our community. We encourage all residents, businesses and community leaders to learn more about the unique contributions of our immigrant and refugee communities and to find ways to engage with and support these individuals. CONSIDERANDO QUE, desde su creación, los Estados Unidos de América han servido de refugio a los oprimidos que huyen de la persecución religiosa, étnica y / o política; y CONSIDERANDO, que, desde que Ogden se convirtió en una ciudad en 1851, los recién llegados y los residentes establecidos han vivido juntos en un rico espectro de culturas, religiones y etnias. Ogden se compromete a ofrecer siempre una bienvenida incondicional. A través de la historia de Ogden, la gente ha venido de todas partes del globo para llamar a nuestra comunidad a casa; y POR CUANTO, la diversa población de Ogden enriquece nuestra comunidad y sirve como uno de nuestros mayores activos. La ciudad representa diversas etnias y culturas, incluyendo una significativa población latino-hispana, y muchos residentes que nacen en el extranjero. Esta rica diversidad proporciona un carácter comunitario que es distintivo de todas las otras ciudades en Utah; y CONSIDERANDO QUE, el 13 de septiembre de 2016, la Ciudad de Ogden adoptó una Carta de la Diversidad y, a través de ella, reafirmó su compromiso de inclusión y fomento de la diversidad en toda la comunidad.
