1 Ogden City Council Work Session: May 2, 2017 AMENDMENT TO THE FISCAL YEAR 2017-2021 CAPITAL IMPROVEMENT PLAN (CIP) Purpose of Work Session: To review the amendment to the adopted FY2017-2021 CIP Planning CommissionRecommendation: Approval of the amendment (5-0) Executive Summary Administration is proposing an amendment to the adopted Fiscal Year 2017-2021 Capital Improvement Plan. The amendment would add one project to the plan. The project is AR092, New Commercial Aviation Park Lot, and consists of the development of a parking lot on city-owned property on the east side of Airport Road. The project is part of the larger investments in the airport and the efforts to expand air service. The Administration is expected to expend funds for the development of the parking lot in the current FY2017 fiscal year. As such, the FY2017- 2021 CIP must be amended to include the project in the CIP that includes this fiscal year. Background Each year, the City develops, reviews, and adopts a five-year Capital Improvement Plan. The purpose of the plan is to establish the capital needs of the City and allow projects to be planned for by articulating the need, the scope of the project, the overall budget, the proposed annual allocations for the project’s development, and the potential sources of funds. Capital projects, meaning those projects in excess of $30,000 which add to the City’s physical plant, that are included in the CIP are then funded in the annual budget. Typically, the CIP is developed toward the end of a calendar year, reviewed by the Planning Commission in December, and then forwarded on to the Council for review with adoption typically taking place in March. This process is repeated each year. From time to time, amendments need to be made to an adopted CIP. This usually is the result of funding opportunities that arise during the first fiscal year of an adopted CIP. Projects that receive new or unanticipated funding may be moved up in funding years identified in the adopted CIP, or may be added to the CIP to allow funding during a given fiscal year. Amendments to the CIP follow the same general review framework as the overall plan itself. This means that a project ---PAGE BREAK--- 2 Ogden City Council Work Session: May 2, 2017 brief is developed, reviewed by the Planning Commission to ensure consistency with the General Plan, reviewed by the Council and considered at a public hearing. In this case, the City has been working to reinvest in the airport and to expand air service. Part of this redevelopment includes upgrading existing facilities. The proposed parking lot project would allow the City to have more parking and would allow the City to have a paid parking lot on property the City owns already. Because the Administration wishes to begin work on the parking lot before the start of the FY2018 fiscal year on July 1st, the current FY2017-2021 CIP must be amended to include the project in the CIP that includes the current fiscal year. Timeline of the FY2017-2021 CIP November 2, 2015 The proposed FY2017-2021 CIP was provided to the Council office. The plan was also submitted to the Planning Commission for review and recommendation. December 2, 2015 The Planning Commission reviewed the FY2017-2021 CIP. The plan was given a recommendation of approval with a vote of 6-0 with four projects recommended for exclusion from the plan. December 8, 2015 The Council office received the transmittal containing the Planning Commission’s recommendation. January and February 2016 The proposed FY2017-2021 CIP was reviewed by the Council during a series of work sessions. One amendment was made by the Council and that was to move the Transportation Master Plan funding to FY2017. March 15, 2016 The City Council adopted the FY2017-2021 CIP after a public hearing. May 3, 2016 Mayor presents the Administration’s proposed budget for Fiscal Year 2017 containing recommendations for funding of CIP projects included in the 2017-2021 CIP. ---PAGE BREAK--- 3 Ogden City Council Work Session: May 2, 2017 August 9, 2016 Final FY2017 budget adopted by the Council. August 16, 2016 The Council approved an amendment to the FY2017-2021 CIP adding or amending three projects. These changes were for the following projects: CD079, Parking Analysis Study; PK124, General Park Improvements; and WU017, 46th Street Pump House Reconstruction. March 21, 2017 The Council approved an amendment to the FY2017-2021 CIP adding project RG061, Futsal Court at Marshall White Center. April 18, 2017 The Council approved an amendment to the FY2017-2021 CIP amending the funding year for project AM004, Amphitheater Upgrades, from FY2018 to FY2017. The project was initially reviewed and approved with the FY2018-2022 CIP. May 2, 2017 The proposed FY2017-2021 CIP amendment for project AR092, New Commercial Aviation Parking Lot, is to be reviewed by the Council at its work session and a public hearing is proposed to be set for May 23, 2017. Current Proposal The current proposal is to amend the adopted FY2017-2021 CIP adding one project: AR092 – New Commercial Aviation Parking Lot This project is part of the larger efforts to improve and upgrade the City’s airport and expand air service. This project is specific to the development of a new paid parking lot on the east side of Airport Road east of the Ogden Airport terminal. The property on which the parking lot is proposed is currently owned by the City. The funding for the project is proposed to come from City’s CIP fund. The total for the project is shown as $250,000. The funding for the project was included in a budget opening approved by the Council with Ordinance 2017-12 on March 21, 2017. ---PAGE BREAK--- 4 Ogden City Council Work Session: May 2, 2017 Planning Commission The Planning Commission reviewed the proposed plan amendment and project at its April 5, 2017 meeting and forwarded a recommendation of approval to the Council with a vote of 5-0. The Commission’s recommendation was made with the finding that the plan amendment and project is consistent with the general plan.
