June 1, 2017 TO WHOM IT MAY CONCERN: The Ogden City Council will be considering a request to amend the City’s zoning ordinance to create a definition and standards for Student Housing. The amendment would allow Student Housing, as defined in the proposal, to take place on properties between 35th Street and 4800 South in either the R-5 (Residential Multi-family) or C-2 (Community Commercial) zones if the property fronts onto Harrison Boulevard. The proposal also includes site development and design standards and a requirement that the project have at least 10 units. Under the proposal, a Student Housing unit may be occupied by up to four unrelated individuals; the current standard for a residential dwelling unit in Ogden City is a maximum of three unrelated individuals. If the amendment is approved, only the developments that meet the requirements for Student Housing would be allowed the higher number of unrelated individuals in a unit. The Planning Commission reviewed the amendments and is recommending approval. The petitioner is requesting the zoning ordinance amendment in conjunction with a proposed amendment to the Southeast Ogden Community Plan and a rezone of properties near 3850 South Harrison Boulevard. Public input regarding the proposed amendment and rezone has been scheduled for Tuesday, June 13, 2017 and will take place during the City Council meeting to be held at 6:00 p.m. in the City Council Chambers, on the third floor of the Municipal Building, located at 2549 Washington Blvd. You are invited to attend this meeting to express your views regarding the proposal.
